Establishes liability for a person who is responsible for real property and allows an individual to possess or set off illegal aerial devices on the real property.  Clarifies that probable cause for arrest for fireworks offenses may be based on statements from witnesses and photographs, video, and other recordings.  (HB89 HD2)

Amends the dimensions for a label affixed to display fireworks from nine inches by nine inches to nine square inches.  (HB499 HD1)

RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY.

Requires counties to expedite demolition permits for vacant and abandoned residential homes.  Allows the department of taxation to seek sale of the property through non-judicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.  (HB287 HD1)

RELATING TO THE COUNTIES.

Prohibits a county from accepting a discounted payment of a fine levied by the county planning and permitting department or agency.  Requires the State Auditor to conduct an annual audit of the fines levied and collected by the counties.  (HB460 HD1)
