RELATING TO DISASTER PREPAREDNESS.

Restricts the planting of large trees along evacuation routes and authorizes the Hawaii Emergency Management Agency to identify large trees along evacuation routes and trim, spray, or remove large trees if the trees have the potential to obstruct the evacuation route.  Defines evacuation route.  Makes appropriations.

RELATING TO PUBLIC SAFETY.

Prohibits public establishments from denying shelter to any person when an emergency alert advises the public to immediately seek shelter.  Clarifies that remuneration or expectation of remuneration paid to owners of private property for goods or services other than emergency access to land, shelter, or subsistence, including services or incidental commodities to the emergency access, does not void the exemption from civil liability afforded to these owners except where owners increase the sale price of the service or incidental commodities.

Exempts active members of the Hawaii emergency management agency and county emergency management agencies from jury duty.

RELATING TO DISASTER RELIEF.

Enables the Hawaii emergency management agency to coordinate with non-profit and business entities; enables the governor to authorize payment to state employees for performing disaster relief activities within their communities; and authorizes county emergency management agencies to encourage the formation and registration of multi-sector disaster relief community networks and incorporate registered networks into emergency management plans.

RELATING TO EMERGENCY MANAGEMENT.

To improve and enhance the effectiveness of the State Emergency Management Program through modifications and additions to the Hawaii Revised Statute Chapter 127A.

RELATING TO DEPARTMENT OF DEFENSE FACILITIES.

Allows the Department of Defense to recoup operating costs when the Adjutant General permits temporary facility use of department facilities to the public.  Currently, the law requires that "all moneys received from the rentals shall be deposited into the general fund of the State."

RELATING TO FILIPINO VETERANS BURIAL ASSISTANCE.

Appropriates funds for burial grants for qualifying Filipino-American World War II veterans to provide funeral and burial services and transportation of their remains to the Philippines.  Requires funds for burial grants to not lapse to the general fund and remain available as needed.

RELATING TO ACTIVE DUTY MILITARY ENTITLEMENTS.

Requires the State to:  pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts; provide basic housing allowance (BAH); and provide service credit for time on active duty.
