RELATING TO THE STATE HIGHWAY ENFORCEMENT PROGRAM. Establishes the State Highway Enforcement Program and related fund within the Department of Transportation. Establishes a parking violation surcharge to be imposed by courts in addition to other penalties and fines for parking violations on State highways. Effective 7/1/2051. (SD1)

RELATING TO CLAIMS AGAINST THE STATE. Increases the Comptroller's settlement authority for tort and automobile claims to $25,000. (SD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Creates a fiduciary duty on Employer-Union Health Benefits Trust Fund trustees. Prohibits transactions where the trustee has a conflict of interest. Establishes liabilities for breach of fiduciary duty. Takes effect 1/1/2050. (SD1)

Directs the Hawaii Housing Finance and Development Corporation to initiate negotiations and exercise its power of eminent domain to acquire the Front Street Apartments affordable housing project on Maui. Extends the deadline to complete the Leialii affordable housing project on Maui. Effective 7/1/2075. (SD1)

RELATING TO INTOXICATING LIQUOR. Prohibits any person convicted of Operating a Vehicle Under the Influence of an Intoxicant (OVUII) or Habitually Operating a Vehicle Under the Influence of an Intoxicant (HOVUII) from purchasing or publicly consuming alcohol for a probation period to be determined by the court, following a sentencing or administrative license revocation. Amends the sentencing requirements for OVUII and HOVUII offenses. Amends the threshold for HOVUII offenses. Effective 1/28/2081. (SD1)

RELATING TO SHARK AND RAY PROTECTION. Establishes an offense of knowingly capturing, taking, possessing, abusing, entangling, or killing a shark in state marine waters, along with penalties and fines. Expands the existing prohibition on knowingly capturing or killing a manta ray in state marine waters to apply to all rays and to also include knowingly taking, possessing, abusing, or entangling a ray. Provides certain exemptions. Effective 7/1/2050. (SD1)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS. Amends ballot requirements to display candidates for the Board of Trustees of the Office of Hawaiian Affairs by residency and non-residency requirements. Requires the names of the candidates in each group to be randomized on individual ballots and on ballots across precincts. (HB1116 HD1)

RELATING TO ELECTRIC GUNS. Authorizes law enforcement officers of the Department of Transportation to use electric guns while performing their duties. Requires law enforcement officers of DOT to be accredited by June 30, 2024, for the use of electric guns. (HB1176 HD1)

RELATING TO EQUAL PAY. Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. (SD1)

RELATING TO AN OFFICE OF ADMINISTRATIVE HEARINGS. Requires the legislative reference bureau to submit a report to the legislature regarding the existing administrative hearings process in the State and the potential for a centralized office of administrative hearings. Requires state departments and agencies to provide statistical, non-confidential information on contested case hearings to the legislative reference bureau. Requires the legislative reference bureau to research centralized administrative hearings offices in other jurisdictions. (SD1)

RELATING TO GUN VIOLENCE PREVENTION. Establishes the Hawaii Gun Violence Prevention Center within the University of Hawaii to research strategies to prevent gun violence. Creates a special fund to support the Center. Appropriates funds. Effective 7/1/2050. (SD1)

REQUESTING MEMBERS OF THE UNITED STATES CONGRESS TO AMEND FEDERAL LAW TO ENSURE THAT VICTIMS OF SEXUAL HARASSMENT AND SEXUAL ASSAULT WHO MIGHT OTHERWISE BE FORCED INTO ARBITRATION AND SILENCE INSTEAD HAVE ACCESS TO THE COURTS.

RELATING TO FIREWORKS. Allows law enforcement agencies to safely dispose of confiscated fireworks except for a sample that is to be retained for evidentiary purposes. Authorizes the court to establish a step-up fine structure based on the amount of fireworks confiscated and to impose a disposal fine to reimburse the counties for the costs of safely disposing of confiscated fireworks. Establishes that each type of fireworks unlawfully imported, purchased, possessed, ignited, or discharged constitutes a separate offense. Appropriates funds as a grant to the Honolulu Police Department for a secure container in which to store confiscated fireworks. (SD1)

RELATING TO MEDICAL CANNABIS. Provides a process for the voluntary or involuntary sale or transfer of an individual dispensary license. Prohibits an employer from discriminating against a person in hiring, termination, or conditions of employment based on the person's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Specifies permissible and impermissible actions by employers and employees. (SD1)
