Authorizes the Hawaii housing finance and development corporation to develop and implement a housing voucher program for full-time teachers employed at a hard-to-fill public school, including a public charter school, as identified by the Department of Education.  Effective 7/1/2050.  (SD1)

RELATING TO HOUSING.

Establishes the qualified nonprofit housing trust program to authorize the Hawaii housing finance and development corporation to provide loans to qualified nonprofit housing trusts and nonprofit community development financial institutions to develop affordable housing units.  Makes an appropriation into and out of the qualified nonprofit housing trust revolving fund.  Effective 7/1/2050.  (SD1)

RELATING TO LEASEHOLD CONDOMINIUMS ON LANDS CONTROLLED BY THE STATE.

Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC) to enter into 75-year leases of units in residential condominiums located on state lands.  Subjects lands set aside by the governor or lands leased to HHFDC by any agency or department of the State to the legislative approval requirement prior to the sale or gift of the lands.  Effective 7/1/2050.  (SD2)

Status

RELATING TO INDIVIDUAL HOUSING ACCOUNTS.

Establishes the individual housing accounts savings board to administer the individual housing accounts savings program and individual housing accounts savings program administrative fund.  Requires the board to annually report to the governor and legislature.  Requires a taxpayer to pay a penalty of ten per cent of any amounts distributed before three hundred sixty-five days from the date the amounts were made as a contribution.  Allows taxpayers to open an individual housing account in the name of the taxpayer's dependent upon birth.  Authorizes the use of an individual housing account to provide assistance during economic hardships or for capital improvement for homeownership, cemetery and mortuary services, and senior housing.  Authorizes the establishment an individual housing account to make payments for first month's rent or a rental deposit or to provide funding for downpayment assistance or closing costs on a principal residence.  Includes community development financial institutions as authorized trustees of individual housing accounts.  Authorizes the director of taxation to adopt rules to implement the individual housing accounts deduction.  Makes an appropriation.  Effective 7/1/2050.  (SD2)

Requires eligible affordable housing projects in community development districts to engage in formal consultation with the Hawaii Community Development Authority.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, Hawaii Revised Statutes.  Appropriates an unspecified amount to the Hawaii public housing authority to reimburse landlords who participate in the section 8 housing choice voucher program for repair costs of tenant-caused property damage when such repair costs exceed the tenant's security deposit and for one full time-equivalent position to assist and administer the reimbursement program.  Effective 7/1/2050.  (SD1)

RELATING TO HOUSING.

Removes certain limits on costs eligible for a GET exemption for newly constructed or substantially renovated affordable rental housing projects.  Makes permanent amendments to sections 104-2 and 201H-36, HRS, by Act 54, SLH 2017, as amended by Act 39, SLH 2018, relating to the types of rental housing projects that shall be exempt from GET and prevailing wages for the construction of certain rental housing projects, respectively.  Effective 7/1/2050.  (SD1)

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS CREDIT.

Adjusts the low-income household renters credit by increasing the maximum value of the credit amount to $150 per qualified exemption for households, and adjusting the income threshold amounts based on filing status.  Effective 7/1/2050.  (SD1)

RELATING TO HISTORIC PRESERVATION.

Establishes a historic preservation income tax credit.  Appropriates funds for one temporary position to assist with the establishment and administration of the historic preservation income tax credit program.  Effective 7/1/2050.  (SD2)
