RELATING TO IMMIGRATION.

Makes an appropriation to the Department of Human Services to contract with non-profit providers to provide access to legal counsel to immigrants in immigration proceedings.

RELATING TO AN EARNED INCOME DISREGARD PROGRAM.

Requires the Department of Human Services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program.  Requires reports to the legislature.  Takes effect upon approval by the Centers for Medicare and Medicaid Services.

RELATING TO CHILDREN.

Establishes in the department of the attorney general a child abuse investigation unit.  Allows the department of the attorney general to intervene in adjudications in family court.  Enacts the Uniform Child Witness Testimony by Alternative Methods Act, which authorizes courts to allow for children to testify in a place other than an open forum or away from the finder of fact, court, or parties.  Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the child's involvement in the proceedings.

RELATING TO HOMELESSNESS.

Extends the deadline for the department of human services to submit its report regarding the emergency homelessness assessment pilot program to twenty days prior to the convening of the regular session of 2020.  Extends the expiration of the emergency homelessness assessment pilot program to June 30, 2020.  Extends the deadline for the department of human services to submit its report regarding the medical respite pilot program to twenty days prior to the convening of the regular session of 2020.  Extends the expiration of the medical respite pilot program to June 30, 2020.  Takes effect 6/29/2019.

RELATING TO THE DEPARTMENT OF HUMAN SERVICES.

Requires the Auditor to conduct a performance, financial, and procurement audit of the Department of Human Services Disability Determination Branch.  Appropriates funds.

RELATING TO CHILD WELFARE SERVICES.

Establishes a Child Welfare Services Task Force to review the Child Welfare Services Branch and examine best practices that will help to improve child care safety through the Branch.

Permits individual non-justice vocational programs within the purview of the Office of Youth Services to engage in commercial enterprises, including the sales of goods and services, for self-sustainability purposes.

RELATING TO OVERPAYMENTS.

Establishes unspecified time limits in which the Director of Human Services (DHS) can recover Medicaid overpayments made to providers and DHS can recover public assistance overpayments made to recipients, under certain circumstances.
