Status

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR TREVI SYSTEMS, INC., OR ITS RELATED ENTITY, KONA COAST WATER LLC.

Authorizes the issuance of special purpose revenue bonds to assist Trevi Systems, Inc., or its related entity, Kona Coast Water LLC, to fund the planning, designing, construction, equipping, land leases, and other assets for two or more plants to desalinate water using one hundred per cent renewable solar energy and supply it to customers on Hawaii island and potentially on other islands as well.

RELATING TO FILIPINO VETERANS BURIAL ASSISTANCE.

Appropriates funds for burial grants for qualifying Filipino-American World War II veterans to provide funeral and burial services and transportation of their remains to the Philippines.  Requires funds for burial grants to not lapse to the general fund and remain available as needed.  Effective 7/1/2050.

Appropriates funds to the Department of Health to maintain the current level of pre-hospital emergency medical services.  Requires the DOH to conduct an NHTSA study of the state comprehensive emergency medical services system.  Appropriates funds for study.

RELATING TO DISTRICT COURT JUDGES.

Establishes one additional district court judgeship in the First Circuit and in the Second Circuit.  Makes an appropriation.  Effective 7/1/2050.

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Clarifies the intent of the Small Business Regulatory Review Board's powers when reviewing state and county administrative rules and ordinances that impact small businesses.  Makes an appropriation.

Status

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products.  Includes e-liquid and electronic smoking devices in regulatory and taxation requirements applicable to tobacco products.  Increases tobacco wholesaler or dealer license fees and retail permit fees.  Allocates portions of tobacco tax revenues to the Hawaii Tobacco Prevention and Control Trust Fund and to support tobacco and cancer prevention research.  Repeals statutory provisions made obsolete.

Status

RELATING TO FLAVORED TOBACCO PRODUCTS.

Bans the sale of flavored tobacco products except for menthol or mentholated products.  Prohibits mislabeling of e-liquid products containing nicotine.  Establishes fines and penalties for violations.
