RELATING TO THE DEPARTMENT OF HUMAN SERVICES. Requires the Office of the Auditor to conduct a performance audit of the Department of Human Services Disability Determination Branch. Appropriates funds. Effective 7/1/2050.

RELATING TO MEDICAID WAIVER. Removes the sunset date of Act 21, Special Session Laws of Hawaii 2009, which requires the Department of Health to license home care agencies. Adds exception for Medicaid waiver provider agencies providing services to Medicaid waiver participants.

RELATING TO HUMAN SERVICES. Appropriates funds to the University of Hawaii for the Hawaii Nutrition Employment and Training Program. Effective 7/1/2050.

RELATING TO PARKING FOR DISABLED PERSONS. Limits the exemption from parking fees to drivers with a disability who are unable to operate a parking meter or pay station because of the driver's disability and who display a distinguishing parking device, code, permit, or decal. Clarifies time limits applicable to the exemption. Prohibits the unauthorized sale or purchase of disability parking placards and special license plates. Clarifies authority of enforcement officers to confiscate placards and special license plates for violations of requirements for manufacture, sale, purchase, or use. Allows advanced practice registered nurses to make a determination regarding a person's mobility.

RELATING TO SURPLUS LINES. Amends the calculation of surplus lines insurance premium tax to tax the entirety of the premium using the rate established by Hawaii statute regardless of location of risk. Effective 7/1/2050.

RELATING TO TAXATION. Establishes a non-refundable tax credit for the purchase of a personal emergency response system, under certain conditions. Applies to taxable years beginning after 12/31/2019. Effective 7/1/2050.

RELATING TO HEALTH. Appropriates funds to the Executive Office on Aging to fund the existing position of Alzheimer's Disease and Related Dementia Services Coordinator and to establish the new position of Program Specialist IV.

RELATING TO ADOLESCENT MENTAL HEALTH SERVICES. Permits certain minors to consent to treatment or counseling by a mental health professional. Requires, as part of the standard of care, the minor patient to be informed about confidentiality. Restricts disclosure of a minor's payment information for mental health treatment in certain circumstances.

RELATING TO TELEHEALTH. Establishes goals for the adoption and proliferation of telehealth to increase health care access. Establishes the Strategic Telehealth Advisory Council and permanent full-time equivalent State Telehealth Coordinator position. Establishes the telehealth administrative simplification working group to research, make recommendations, and report to the legislature. Appropriates funds. Sunsets 1/1/2022.

RELATING TO HEALTH CARE INSURANCE. Prohibits a health care insurer from requiring an insured diagnosed with stage two cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions. Requires analysis and report by State Auditor to determine if federal ACA provisions or state sunrise analysis requirements have been triggered.

RELATING TO ENERGY DATA. Permits the Department of Business, Economic Development, and Tourism to share energy data with the Department of Health for purposes of regulating greenhouse gas emissions.

RELATING TO CONSERVATION ENFORCEMENT. Appropriates funds for one DLNRTip app administrator position, software upgrades, and app enhancements to improve the DLNRTip app.

RELATING TO EDUCATION. Requires DOE to provide specified assessments and evaluations, upon parent or guardian request, to vulnerable students exhibiting behavioral issues and to students who have been suspended for the purpose of providing appropriate services that allow the child to complete education. Lowers the threshold age for alternative or vocational schools from 16 to 14. Requires DOE to establish a task force.

RELATING TO YOUTH SUICIDE PREVENTION. Requires DOE to establish a mandatory youth suicide awareness and prevention training program and model risk referral protocol, based on existing materials created by DOH, for all public schools, including charter schools. Requires charter schools to provide the training program and risk referral protocol to all school personnel who work directly with students in department schools and charter schools, respectively.

RELATING TO THE DEPARTMENT OF EDUCATION. Requires the Auditor to perform a financial and management audit of the Department of Education, Superintendent, Board of Education, and complex areas every three years. Appropriates funds.

· Testifier's name with position/title and organization;

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
