Adds provision that, upon formal charge and detention, and upon motion by either party, defendants shall have the right to a prompt bail hearing concerning release or detention and whether any condition will reasonably assure the defendant's appearance.  Allows defendants to be represented by counsel at the hearing, or have one appointed if they are financially unable to obtain representation.  Allows defendants to present evidence and witnesses and to cross-examine witnesses who appear at the hearing.  Effective 3/15/2094.

Requires the Department of Agriculture, in cooperation with the Office of the Governor, to develop a strategic plan to double local food production and increase food exports by 2030.  Requires the Department of Agriculture to submit the strategic plan to the Legislature.  Appropriates funds.

Requires the Department of Agriculture to create a dollar-for-dollar matching program for beneficiaries of the federal Supplemental Nutrition Assistance Program to purchase Hawaii-grown produce.  Appropriates funds.

Requires the Department of Agriculture to conduct a feasibility study on the establishment of agricultural technology zones, or ag-tech zones, within the City and County of Honolulu.  Appropriates funds to conduct the feasibility study.

RELATING TO AGRICULTURAL ENTERPRISES.

Establishes a new Agricultural Enterprise Program within the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the Department, to support and promote agriculture.  Establishes the Agricultural Enterprise Special Fund.  Makes an appropriation.

RELATING TO AGRICULTURE.

Expands the definition of "qualified agricultural costs" for the Important Agricultural Land Qualified Agricultural Cost Tax Credit.  Extends through the 2029 taxable year the time in which the Department of Agriculture may certify the Tax Credit.
