RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, Hawaii Revised Statutes to reimburse Section 8 landlords for repair costs of tenant-caused property damage under certain circumstances. Appropriates funds and establishes a position.

RELATING TO INDIVIDUAL HOUSING ACCOUNTS. Establishes the individual housing accounts savings program, board, and administrative fund. Imposes a ten per cent penalty on certain distributions. Allows individual housing accounts for dependent children. Expands authorized uses of individual housing accounts. Appropriates funds.

RELATING TO LEASEHOLD CONDOMINIUMS ON LANDS CONTROLLED BY THE STATE. Authorizes HHFDC to enter into 99-year leases for residential condominium units developed on state lands. Exempts certain land from the definition of public land. Subjects certain land to the legislative approval requirement for the sale or gift of the lands.

RELATING TO THE DEPARTMENT OF HEALTH. Appropriates funds for operating expenses for the Department of Health (HTH840). Appropriates funds for the hiring of new sanitarian positions for food safety inspections (HTH610/FQ).

RELATING TO OCULARISTS. Specifies that a certified ocularist, certified by a nationally recognized ocularistry certifying board, may perform duties within the scope of that certification.

RELATING TO THE BOARD OF PHARMACY. Allows the Board of Pharmacy to approve pilot and demonstration research projects for innovative applications in the practice of pharmacy under certain conditions.

RELATING TO PRESCRIPTIONS. Clarifies that existing law intended to curb over-access to and abuse of opioids, including the time frame for filling prescriptions, supply limitations, and requirements to check the state electronic prescription accountability system and execute an informed consent process, do not apply to qualifying patients who are prescribed or issued prescriptions pursuant to the State's Our Care, Our Choice Act.

RELATING TO PHARMACY BENEFIT MANAGERS. Provides that a pharmacy benefit manager may not prohibit the sharing of an insured individual's cost share for a prescription drug and clinical efficacy of a more affordable alternative drug and prevents penalization of a pharmacy or pharmacist for sharing such information.

RELATING TO HEALTH. Requires health insurance providers that provide medicare advantage (medicare part C) health benefit plans to Hawaii residents to submit administrative data, including health care service claims and payment data, to the State Health Planning and Development Agency, or its designee.

RELATING TO HEALTH. Establishes a task force to study the accessibility and utilization of essential services by developmentally and intellectually disabled individuals in the State.

RELATING TO MENTAL HEALTH. Requires the administrator or attending physician to assess whether an assisted community treatment plan is indicated and to make certain arrangements if so indicated. Specifies the role of the AG for petitions of involuntary hospitalizations and assisted community treatments. Amends the criteria for assisted community treatment. Makes conforming amendments. Appropriates funds.

RELATING TO HEALTH. Requires supervision of physician assistants by physician groups. Permits supervising physicians or groups to establish practice-appropriate record review policies. Establishes continuing education requirements and authorizes audits to enforce compliance. Clarifies provisions relating to forfeiture and reinstatement of a license.

RELATING TO PALLIATIVE CARE. Establishes the culturally competent palliative care pilot program within the DOH to provide public education and conduct two home- or community-based palliative care pilot programs. Establishes an advisory group to oversee the pilot program. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
