RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE. Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2018. Clarifies wording regarding the Hawaii applicable exclusion amount.

RELATING TO TRANSITIONAL AUTHORITY IN THE MORTGAGE INDUSTRY. Implements section 106 of the Economic Growth, Regulatory Relief, and Consumer Protection Act, P.L. 115-174, by providing 120-day temporary authority to originate loans in this State for loan originators moving from a depository institution to a non-depository institution and state-licensed loan originators moving interstate.

RELATING TO MORTGAGE SERVICERS. Authorizes the Commissioner of Financial Institutions to modify requirements and make new requirements in chapter 454M, Hawaii Revised Statutes, to implement changes and improvements made to NLMS. Authorizes the Commissioner of Financial Institutions to issue cease and desist orders against licensees and unlicensed persons and to enter into consent orders.

RELATING TO EMERGENCY MANAGEMENT. To improve and enhance the effectiveness of the State Emergency Management Program through modifications and additions to the Hawaii Revised Statute Chapter 127A.

RELATING TO LABOR LAW COMPLIANCE FOR GOVERNMENT CONTRACTS. Requires that contractors for public works projects submit certified payrolls to demonstrate compliance with wage and hour requirements.

RELATING TO MEDICARE PART B. Requires the board to send actual, individual notice via registered mail to EUTF members that they may be eligible for reimbursement of cost-adjusted Medicare Part B premium payments.

RELATING TO CIVIL RIGHTS. Extends the deadline for the Legislative Reference Bureau to complete the study to the Legislature on existing federal Title IX enforcement practices and procedures on the federal level and in other jurisdictions. Requires LRB to make a report to the legislature no later than August 1, 2019.

RELATING TO THE BUDGET OF THE OFFICE OF HAWAIIAN AFFAIRS. Appropriates funds for Fiscal Biennium 2019-2021 for the Office of the Trustees (OHA150), Office of Hawaiian Affairs Administration (OHA160), and Beneficiary Advocacy (OHA175). Requires an expenditure of trust funds to pay for the auditor to conduct a financial and management audit.

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS. Establishes the OHA's pro rata share of the public land trust. Transfers funds to OHA for underpayment of the public land trust funds for 7/1/2012 to 6/30/2019. Requires the DLNR to provide an annual accounting of receipts from public land trust lands. Appropriates funds.
