RELATING TO NON-GENERAL FUNDS. Abolishes the Juvenile Accountability Block Grant Trust Fund of the Department of Defense and transfers the unencumbered balance to the general fund.

RELATING TO FILIPINO VETERANS BURIAL ASSISTANCE. Appropriates funds for burial grants for qualifying Filipino-American World War II veterans to provide funeral and burial services and transportation of their remains to the Philippines. Provides that funds shall not lapse to the general fund and remain available as needed.

RELATING TO HOMELAND SECURITY. Establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director who shall be state-funded, responsible to the Director of Homeland Security, and accountable to manage the operations of the Center. Effective 1/28/2081.

RELATING TO PUBLIC CHARTER SCHOOLS. Requires authorizers to establish a purchase order system to pay charter school expenses. Requires charter schools to be subject to an annual financial audit. Requires authorizers to select the independent auditors that are to perform the audits on charter schools.

RELATING TO CHARTER SCHOOLS. Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the State Public Charter School Commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools.

RELATING TO EDUCATION. Establishes the Teacher Mentor Incentive Program within the Department of Education.

RELATING TO EDUCATION. Requires the Department of Education to establish and implement a four-year pilot program within one complex area. Authorizes best practices for the pilot program. Appropriates funds.

RELATING TO EDUCATION. Provides that a public school shall not be required by the Department of Education to expend its own school funds to maintain any geographically disadvantageous land on or adjacent to its property.

RELATING TO PUBLIC SCHOOL LANDS. Requires the City and County of Honolulu to transfer to the Department of Education fee simple title to the property on which the Department's Student Transportation Service Office - Young Street is located. Appropriates funds.
