RELATING TO WATER RIGHTS. Proposed HD2: Allows for ten consecutive one-year holdovers of water permits under section 171-58(c), HRS. Makes conforming amendments to the reporting requirement in Act 126 (2016). Extends the repeal and reenactment provision for Act 126 (2016) by seven years, from June 30, 2019 to June 30, 2026.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST E OLA MAU NA LEO O KEKAHA. Authorizes the issuance of special purpose revenue bonds (SPRB) to assist E Ola Mau Na Leo O Kekaha with the acquisition, remediation, and development of the old Kekaha Sugar Mill in Kekaha, Kauai, Hawaii.

RELATING TO AN APPROPRIATION FOR A KUNIA WELLS IV EXPLORATORY WELL. Appropriates funds to the Department of Land and Natural Resources (LNR141) for the design and construction of one exploratory well to meet future potable water requirements for diversified agriculture.

RELATING TO LAND AND BUILDING ACQUISITION. Appropriates funds to the Agribusiness Development Corporation for the acquisition of certain property, provided that the price does not exceed the amount appropriated.

RELATING TO AGRICULTURE. Requires the Department of Agriculture to establish a 2-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii. Appropriates funds.

RELATING TO HEMP. Legalizes hemp to the extent legalized under federal law. Requires the Chairperson of the Board of Agriculture to prepare and submit a proposed state plan to monitor and regulate hemp production, including commercial production and research, to the federal Secretary of Agriculture pursuant to section 297B of the Agricultural Marketing Act of 1946, as amended. Authorizes the Department of Agriculture to monitor and regulate hemp production. Allows Industrial Hemp Pilot Project licensee to utilize hemp genetics. Requires reports to the Governor and Legislature. Effective 9/22/2050.

RELATING TO HEALTH. Establishes and appropriates funds for one full-time equivalent (1.00 FTE) permanent veterinary medical officer position within the Department of Health.

RELATING TO SERVICE CONTRACTS. Specifies that the regulation of motor vehicle service contracts does not apply to agreements issued by automobile clubs. Clarifies the allowable scope of motor vehicle service contracts regulated by the Insurance Commissioner to include contracts for certain motor vehicle repair and replacement services.

RELATING TO INSURANCE. Amends the existing health insurance mandate to specify that coverage of low-dose mammography includes coverage for digital mammography and breast tomosynthesis. Requires the State Auditor to perform an impact assessment and to report any findings prior to the Regular Session of 2020.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Appropriates funds to the Hawaii Health Systems Corporation to establish a full-time catheterization laboratory, including the employment of staff, at the Hilo Medical Center in the Hawaii Health Systems Corporation East Hawaii Region.

RELATING TO HEALTH. Creates the Intellectual and Developmental Disabilities Medicaid Waiver Administrative Claiming Special Fund into which federal moneys may be deposited from DOH's participation in the waiver program established per SSA §1915(c). Establishes task force to examine existing §1915(c) waiver application process. Appropriates funds for FY 2020-2021.
