RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the public utilities commission to consider the value of improving electric power systems data access and transparency in order to make informed decisions. (SD1)

RELATING TO CLIMATE CHANGE. Requires the Hawaii Climate Change Mitigation and Adaptation Commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change. Defines "nature-based solutions". Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY. Replaces the current renewable energy technology systems tax credit with tax credits for solar energy, wind energy, or commercial seawater air conditioning systems. Sunsets the credit after 12/31/2026. Effective 7/1/2050. (SD2)

RELATING TO SOLAR ENERGY DEVICES. Amends the definition of "solar energy devices" to include building-applied photovoltaics and building-integrated photovoltaics and clarify that the term excludes passive solar skylights or windows.

RELATING TO THE HAWAII ENERGY AND CLIMATE CHANGE OFFICE. Establishes the Hawaii state energy office. Establishes the deputy director of energy. Ends funding for the Hawaii clean energy initiative from the energy security special fund. Increases the distribution of tax revenue to the energy systems development special fund. Appropriates funds from the general fund for the Hawaii state energy office. Takes effect 7/1/2050. (SD2)

RELATING TO CESSPOOLS. Extends various reporting deadlines and the sunset date of the cesspool conversion working group established pursuant to Act 132, Session Laws of Hawaii 2018. Appropriates additional funds for the conduct of the comprehensive statewide study of sewage contamination in nearshore marine areas and for research and technical assistance necessary for completion of the comprehensive cesspool conversion plan. Effective 7/1/2050. (SD2)

RELATING TO ENVIRONMENTAL PROTECTION. Prohibits food service businesses and stores from the sale, use, or distribution of polystyrene foam containers, expanded polystyrene food service products, plastic straws, and plastic bags. Takes effect 7/1/2021. (SD1)

RELATING TO SOLID WASTE DISPOSAL GOALS. Amends the Department of Health's solid waste management goals by repealing outdated goals and adding an updated goal of reducing total solid waste prior to disposal, by any means, by seventy per cent by 2030. (SD2)

RELATING TO RECYCLING. Prohibits counties from rejecting number 1 and 2 plastic bottles presented for recycling solely because the bottles are accompanied by or adjoined to nonrecyclable bottle caps. Requires and appropriates funds for the counties to separate and appropriately dispose of such nonrecyclable bottle caps. Adds definition of "PP", or polypropylene plastic material, into integrated solid waste management law. Requires counties to include feasibility assessment of recycling PP materials. Effective 7/1/2050. (SD1)

RELATING TO SCIENCE. Requires the Governor to enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.
