Repeals provision that imposes petty misdemeanor penalty on the child, and father or mother, guardian, or other person having charge of the child, if the child persists in absenting oneself from school.

RELATING TO PUBLIC LANDS.

Part I:  Allows the department of education to lease public school lands for a term of not more than ninety-nine years per lease.  Part II:  Amends Act 210, Session Laws of Hawaii 2018, by adding an additional parcel to the list of transferred lands from the city and county of Honolulu to the department of education.  Part III:  Amends Act 206, Session Laws of Hawaii 2017, to allow the city and county of Honolulu to transfer lands under existing department of education facilities directly to the department of education, rather than to the department of land and natural resources.

RELATING TO EDUCATION.

Allows the Department of Education to provide sex trafficking prevention training to certain staff.  Requires DOE to make available to certain staff explanatory information about protocols that DOE has approved for providing services to victims of sex trafficking.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD SPECIAL FUND.

Repeals the Hawaii teacher standards board special fund and transfers the remaining balance to the general fund.  Amends related HRS sections.

RELATING TO EDUCATION FUNDING.

Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within thirty days of the change.

Authorizes allocation of supplemental categorical funding to remote schools, subject to legislative appropriation.  Appropriates funds.
