RELATING TO THE STATE PUBLIC CHARTER SCHOOL COMMISSION. Authorizes the state public charter school commission to establish and fund charter school prekindergarten classrooms. Makes an appropriation.

RELATING TO STATE LIBRARY SYSTEM. Specifies that unclaimed funds of $10 or less in the unclaimed property trust fund, upon the expiration of a ten-year time limitation, shall escheat to the State and transferred to the libraries special fund. Specifies that unclaimed funds of more than $10 but less than $250 in the unclaimed property trust fund, upon expiration of the ten-year time limitation, shall escheat to the State and be transferred to the general fund.

RELATING TO EDUCATION. Defines, for the purpose of compulsory education, a private school to be an education institution that teaches kindergarten through grade twelve and that is licensed or accredited by the Hawaii Association of Independent Schools or the Western Association of Schools and Colleges.

RELATING TO KINDERGARTEN. Changes the kindergarten start age from five years of age by July 31 to five years of age by December 31.

RELATING TO EDUCATION. Renames the teacher national board certification incentive program the national certification incentive program. Expands program eligibility to include school psychologists. Clarifies requirements and incentives of the program. Clarifies that teacher incentives, bonuses, and compensation beyond regular wages are excluded from the per-pupil request and included as separate line item in the budget for public charter schools. Appropriates funds.

RELATING TO SCHOOL SUPPLIES. Establishes a general excise tax holiday for consumers and businesses for school supplies sold during the weekend prior to the start of the school year on condition that businesses pass the savings on to consumers.

RELATED TO THE PRACTICE OF BEHAVIOR ANALYSIS. Makes exemptions from the behavior analyst licensing requirements permanent for certain teachers working in collaboration with, and direct support workers working under the supervision of, a licensed behavior analyst or licensed psychologist.

RELATING TO SCHOOL PSYCHOLOGISTS. Establishes licensure requirements for school psychologists to be administered by the Hawaii teacher standards board. Specifies that school psychologists who are employed by an educational institution and practice only within a school setting shall be exempt from licensure under chapter 465.

RELATING TO BEHAVIOR ANALYSIS. Appropriates funds to the Department of Education for behavior analysis services performed by licensed behavior analysts for public school students.

RELATING TO SPECIAL EDUCATION. Appropriates funds to the Department of Education to provide up to $1,690 to each special education classroom teacher for instructional materials and equipment.

RELATING TO SCHOOLS. Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with a high school diploma and an industry-recognized associate's degree. Appropriates moneys to develop and implement the program.

RELATING TO EDUCATION. Requires the Department of Education to develop and implement a K-12 curriculum-to-career-pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. Appropriates funds.

RELATING TO EDUCATION. Authorizes parents and guardians of vulnerable students and students exhibiting behavioral issues to request a clinical or psychoeducational evaluation. Requires the Department of Education after expelling a student, to provide an assessment to receive special education services.
