RELATING TO CONSUMER PROTECTION.

Caps the service charges for a primary and secondary ticket seller.  Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller.  Prohibits speculative tickets and the usage of bots.  Makes conforming amendments.

RELATING TO CONSUMER PROTECTION.

Requires full-service restaurants to disclose their non-participation in national advertising campaigns that offer a promotion or discount at its entrance or storefront.

Establishes a Chief Data Officer and Data Task Force to develop, implement, and manage statewide data set policies, procedures, and standards.  Appropriates moneys.

Appropriation for staffing, commissioner inter-island travel, and other related operating expenses associated with the small business regulatory review board under the Department of Business, Economic Development and Tourism.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Allows greater flexibility in conditions placed on eligibility requirements for the motion picture, digital media, and film production income tax credit.  Amends the amount of the total tax credit that may be claimed per qualified production.  Amends the annual aggregate cap placed on the amount of the tax credits that may be claimed by qualified productions.

RELATING TO HAWAII FILM STUDIOS.

Amends the motion picture, digital media, and film production income tax credit, to include, as qualified production costs, post-production activities and services performed in Hawaii film studios.  Applies to taxable years beginning after 12/31/2019.

Appropriates funds to the Department of Business, Economic Development, and Tourism to provide education and support to local businesses regarding the Food and Drug Administration's industry guidance on colored sea salt.

RELATING TO INFORMATION TECHNOLOGY.

Requires the Department of Budget and Finance, in consultation with the Department of Accounting and General Services and the Office of Enterprise Technology Services, to develop and procure a uniform financial database for use by all state agencies.  Appropriates moneys.

Status

RELATING TO SHIP REPAIR INDUSTRY.

Establishes the ship repair industry income tax credit for non-profit entities to offset costs incurred to construct and put into service purpose-built floating drydocks at Pearl Harbor for use by the United States Navy.  Claims for the ship repair industry income tax credit can be made annually after the drydock is put into service and until the credit is exhausted.  Repeals the capital infrastructure tax credit.

RELATING TO THE INTERNATIONAL MOON BASE ALLIANCE.

Promotes the space industry in Hawaii by creating an International Moon Base Alliance to provide recommendations and guidance for the establishment of a prototype moon base on the island of Hawaii.

RELATING TO TAXATION.

Establishes an income tax credit for taxpayers who own and operate a business from their principal residence.
