RELATING TO ATHLETE AGENTS. Adopts the Revised Uniform Athlete Agents Act. Expands the definition of "athlete agent" to include individuals who, for compensation, serve a student athlete as a financial advisor or business manager. Requires reciprocity for athlete agents who are registered in more than one state. Strengthens requirements for athlete agent contracts. Strengthens requirements under which athlete agents shall notify the student athlete's educational institution. (HB66 HD1)

RELATING TO HEALTH. Authorizes a pharmacy to provide a customized patient medication package to any patient of an institutional facility or any member of the general public, subject to certain conditions. (HB220 HD1)

RELATING TO SPEECH PATHOLOGY. Establishes a provisional license for speech pathologists. Takes effect on 10/01/19.

RELATING TO PRIVACY NOTICE FOR INSURANCE. Establishes an exemption for insurers to the required annual privacy notice to customers under certain circumstances. (HB273 HD1)

RELATING TO HEARING AIDS. Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids for each hearing-impaired ear every thirty-six months in their base plans. (HB469 HD1)

RELATING TO PRESCRIPTION DRUGS. Requires that if a proposed increase in the wholesale price of certain drugs would result in a 16% or more price increase over a 2‑year period, the drug manufacturer shall notify various drug insurance providers. (HB267 HD1)

RELATING TO SERVICE CONTRACTS. Specifies that the regulation of motor vehicle service contracts does not apply to agreements issued by automobile clubs. Clarifies the allowable scope of motor vehicle service contracts regulated by the Insurance Commissioner to include contracts for certain motor vehicle repair and replacement services. (HB154 HD1)

RELATING TO INSURANCE. Amends the existing health insurance mandate to specify that coverage of low-dose mammography includes coverage for digital mammography and breast tomosynthesis. Requires the State Auditor to perform an impact assessment and to report any findings prior to the Regular Session of 2020. (HB481 HD2)
