RELATING TO BROADBAND SERVICE INFRASTRUCTURE. Establishes the broadband service infrastructure grant program to award grants to applicants to extend deployment of facilities used to provide broadband service to unserved and underserved areas of the State. Makes an appropriation. (SB553 HD1)

RELATING TO HEALTH. Requires the State's Medicaid managed care and fee-for-service programs to provide coverage for home and community-based services for individuals diagnosed as having autism or fetal alcohol spectrum disorder. Requires the Department of Human Services to seek a section 1115 waiver to amend the state Medicaid plan to include this coverage. Creates a task force to study issues relating to providing essential services for developmentally and intellectually disabled individuals. (SB242 HD1)

RELATING TO HEALTH. Establishes a task force to review other states that allow APRNs or similar health care providers to perform abortions, patient access to abortion services, and the costs of unintended teenage pregnancies; study the Safe Haven Law; and submit a report to the Legislature prior to the 2020 Regular Session. RELATING TO HEALTH CARE INSURANCE. Prohibits a health care insurer from requiring an insured diagnosed with stage two cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions. Requires analysis and report by State Auditor to determine if federal ACA provisions or state sunrise analysis requirements have been triggered. (SB493 HD1)

RELATING TO THE BOARD OF PHARMACY. Allows the Board of Pharmacy to approve pilot and demonstration research projects for innovative applications in the practice of pharmacy under certain conditions. (SB540 HD1)

RELATING TO PALLIATIVE CARE. Establishes the culturally competent palliative care pilot program within the DOH to provide public education and conduct two home- or community-based palliative care pilot programs. Establishes an advisory group to oversee the pilot program. Appropriates funds. (SB804 HD1)

RELATING TO SCHOOL BASED HEALTH SERVICES. Includes advanced practice registered nurses with prescriptive authority in the list of health care professionals authorized to administer medication to public school students. Requires administration of the medication to be approved by the department of health or other on-campus, school based, health care provider pursuant to a written agreement with the department of education. RELATING TO ADOLESCENT MENTAL HEALTH SERVICES. Requires, as part of the standard of care, a mental health professional to clarify and confirm with a minor patient whether the mental health treatment is confidential. Restricts disclosure of payment information for a minor patient's mental health treatment in certain circumstances. (SB768 HD1)

RELATING TO TREATMENT INSURANCE BENEFITS. Requires health insurance policies and plan contracts to cover certain expenses related to petitions and hearings for persons obtaining assisted community treatment. Establishes task force to study assisted community treatment benefit costs. (SB1465 HD1)

RELATING TO HEALTH. Authorizes supervision of physician assistants by physician groups. Permits supervising physicians or groups to establish practice-appropriate record review policies. Establishes continuing education requirements and authorizes audits to enforce compliance. Clarifies provisions relating to forfeiture and reinstatement of a license. (SB1406 HD1)

RELATING TO HOME CARE AGENCIES. Makes permanent the licensure requirements for home care agencies licensed by the Department of Health. (SB1525 HD1)
