RELATING TO TAXATION. Establishes a non-refundable tax credit for the purchase of a personal emergency response system, under certain conditions. Applies to taxable years beginning after 12/31/2019. Effective 7/1/2050. (SB76 HD1)

RELATING TO TAXATION. Amends the amount of the rental motor vehicle surcharge tax. Repeals the additional surcharge tax for lessees who do not possess a valid Hawaii driver's license. Deposits the surcharge tax revenues into the state highway fund, for statewide use, and the county subaccounts in the state highway fund for highway road capacity projects in the county that generated the surcharge tax. RELATING TO TAXATION OF REAL ESTATE INVESTMENT TRUSTS. Disallows dividends paid deduction for real estate investment trusts. Provides ten percent allocation of revenue from REIT for use by DBEDT. Applies to taxable years beginning after 12/31/2019. (SB301 HD1)

RELATING TO AGRICULTURAL LANDS. Directs the Office of Planning, Land Use Commission, Real Estate Commission, and Honolulu Department of Planning and Permitting to study land subdivision and condominium property regime laws related to agricultural land and report findings and recommendations to the Legislature. RELATING TO TOBACCO TAXES. Increases the cigarette and tobacco tax on cigarettes and little cigars beginning July 1, 2020. Allocates excise tax revenue generated at the increased rate to specified health improvement purposes beginning July 1, 2020. Specifies moneys in the Cancer Research Special Fund to be used to research liver and bile duct cancer. (SB887 HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the Public Utilities Commission to consider the value of improving electric power systems data access and transparency in order to make informed decisions. Establishes guiding principles. (SB1442 HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Allows Public Utilities Commission members who are residents of a county other than the City and County of Honolulu to receive an allowance of $225 per day for expenses related to board, lodging, and incidental expenses and reimbursement for actual air travel expenses incurred in carrying out the members' duties. RELATING TO TELECOMMUNICATIONS. Creates regulatory flexibility for providers of basic landline telephone services. Allows retail rate increases up to a cap amount without PUC approval for providers in rural counties. Exempts providers from PUC approval for issuance of securities, disposition of property, sale of stock, and competitive procurement requirements. (SB991 HD1)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Repeals defaults on student loans, student loan repayment contracts, and scholarship contracts as grounds for sanctioning professional and vocational licensees. (SB385 HD1)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Authorizes the Board of Dentistry to adopt rules for the regulation of dental assistants using certification options based on education level and permitted duties. Requires the Board to report to the Legislature on the progress of any rules adopted. (SB774 HD1)

RELATING TO SELF-SERVICE STORAGE. Authorizes the sale of stored property insurance by self-service storage facility owners under certain conditions. Requires self-service storage facility owners to hold a limited lines license in order to sell, solicit, or offer coverage under a stored property insurance policy. (SB817 HD1)

RELATING TO TRANSPORTATION. Clarifies that owners of chassis used for transporting shipping containers are exempt from the requirement to keep a certificate of registration within the chassis. Authorizes these businesses to keep the original certificate of registration, motor vehicle identification card, certificate of insurance, and certificate of inspection at their principal place of business within the State and specifies that it is not a requirement to keep the original or copy of these documents on the chassis. RELATING TO CONSUMER PROTECTION. Establishes installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2020, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. Establishes licensing and operational requirements for check cashers that offer deferred deposit transactions, also known as payday loans. Requires that check cashers offer specified voluntary payment plans, establishes notice requirements, and establishes investigatory and enforcement authority of the Commission of Financial Institutions. Requires registration with NMLS. Requires an Auditor's study. Appropriates funds. (SB537 HD1)

RELATING TO MOTOR VEHICLE REPAIRS. Requires insurers to clearly give consumers notice of the choice of whether to use an aftermarket part, if available, or an original equipment manufacturer part for motor vehicle body repair work. Requires the Legislative Reference Bureau to study the safety hazards of aftermarket parts, licensure of motor vehicle body repair shops, and impacts of requiring insurers to give consumers notice as required by this measure. RELATING TO SOLAR ENERGY DEVICES. Amends the definition of "solar energy devices" under condominium laws to include building-applied photovoltaics and building-integrated photovoltaics and clarify that the term excludes passive solar skylights or windows. (SB272 HD1)
