RELATING TO IRRIGATION.

Transfers operational authority over portions of the east Kauai irrigation system operated and maintained by the east Kauai water users' cooperative as of 7/1/19, to the Department of Agriculture.  Establishes positions.  Authorizes GO bonds.  Appropriates funds.

RELATING TO AGRICULTURE.

Requires the Department of Agriculture, in cooperation with the Office of the Governor, to develop a strategic plan to double local food production and increase food exports by 2020.  Requires the Department of Agriculture to submit the strategic plan to the Legislature.  Appropriates funds.

RELATING TO DAIRY PRODUCERS.

Allows consumers to obtain unpasteurized milk by entering into herdshare agreements with producers.

Increases the amount of barrel tax deposited into the agricultural development and food security special fund.

RELATING TO FOOD SAFETY.

Requires the department of agriculture to partner with the agriculture community to establish a food safety certification training program to provide assistance to small and medium sized farms to get certified by the United States Department of Agriculture's Good Agricultural Practices certification program.  Appropriates funds.

RELATING TO AGRICULTURE.

Inserts a definition for "bona fide farmer" that applies to the non-agricultural park lands program.  Exempts individual members, trustees, officers, and stockholders of certain entities from the required individual qualifications of a "bona fide farmer".

RELATING TO AQUACULTURE.

Appropriates funds for operational expenses for revitalizing the aquaculture development program within the department of agriculture.

Requires the Department of Agriculture to establish a 2-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii.  Appropriates funds.

RELATING TO AGRICULTURE.

Clarifies definition of "qualified agricultural costs."  Extends through the 2029 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits.  Applies to taxable years beginning after 12/31/2019.

Appropriates $5,000,000 for the study, design, engineering, and land acquisition for a wastewater treatment plant for Pahoa, Hawaii.
