RELATING TO HOMELESSNESS. Authorizes the use of private lands for the ohana zones pilot program. Provides additional time for the implementation of the ohana zones pilot program to June 30, 2023. Extends the emergency department homelessness assessment pilot program and the medical respite pilot program to June 30, 2020. Effective 7/1/2030. (SD1)

RELATING TO RENEWABLE ENERGY. Broadens the definition of "renewable energy" as used in the public utilities commission law to include other self-replenishing non-fossil fuel, non-nuclear resources. Amends the renewable energy technologies income tax credit by, among other things, including commercial seawater air conditioning systems. Takes effect on 7/1/2050. (SD1)

RELATING TO EQUAL PAY. Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. (SD2)

RELATING TO THE STRUCTURE OF GOVERNMENT. Establishes the stadium development district, which includes all state property under the jurisdiction of the stadium authority. Transfers title of lands under the jurisdiction of the Stadium Authority to the Hawaii Community Development Authority. Authorizes the issuance of general obligation bonds and reimbursable general obligation bonds and appropriates funds. Exempts lands owned by the Stadium Authority from the definition of public lands but establishes certain restrictions on leases within the stadium development district and requires all dispositions of those lands to be done consistently with requirements applicable to public lands. Effective 7/1/2050. (SD2)

RELATING TO ELECTRIC VEHICLES. Prohibits the issuance of building permits pursuant to an application initiated on or after January 1, 2020, for all new residential multi-family buildings that have ten or more parking stalls and new commercial buildings that have twenty or more parking stalls unless a certain percentage of the parking stalls are electric vehicle charger ready, subject to superseding county ordinances. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU. Extends the authorization to issue special purpose revenue bonds to assist Honolulu Seawater Air Conditioning, LLC. (SB1002 HD1)

RELATING TO TAX CREDITS. Amends the research activity tax credit so that references to the base amount in section 41 of the Internal Revenue Code shall not apply, and credit for all qualified research expenses may be taken without regard to the amount of expenses for previous years. Extends the research activity tax credit through 2024. Applies to taxable years beginning after 12/31/2019. (SB1314 HD1)

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD. Clarifies the intent of the Small Business Regulatory Review Board's powers when reviewing state and county administrative rules and ordinances that impact small businesses. Makes an appropriation. (SB1348 HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Makes the conversion of the means of financing for the Hawaii Community Development Authority staff from the Hawaii community development revolving fund to the general fund contingent upon the Hawaii Community Development Authority developing and submitting a plan to transfer its control of the Kakaako Community Development District to the City and County of Honolulu.
