RELATING TO FIREWORKS.

Allows law enforcement agencies to safely dispose of confiscated fireworks except for a sample that is to be retained for evidentiary purposes.  Authorizes the court to impose an additional fine of up to $100 for every kilogram of fireworks confiscated.  Appropriates funds as a grant to the Honolulu Police Department for a secure container in which to store confiscated fireworks.  Effective 3/15/2094.  (SD2)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Creates a fiduciary duty on Employer-Union Health Benefits Trust Fund trustees.  Prohibits transactions where the trustee has a conflict of interest.  Establishes liabilities for breach of fiduciary duty.  Takes effect 1/1/2050.  (SD2)

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation to initiate negotiations and exercise its power of eminent domain to acquire the Front Street Apartments affordable housing project on Maui.  Extends the deadline to complete the Leialii affordable housing project on Maui.  Effective 7/1/2075.  (SD1)

RELATING TO MEDICAL CANNABIS.

Provides a process for the voluntary or involuntary sale or transfer of an individual dispensary license.  Prohibits an employer from discriminating against a person in hiring, termination, or conditions of employment based on the person's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions.  Specifies permissible and impermissible actions by employers and employees.  Effective 3/15/2094.  (SD2)

RELATING TO SHARK AND RAY PROTECTION.

Establishes an offense of knowingly capturing, taking, possessing, abusing, entangling, or killing a shark in state marine waters, along with penalties and fines.  Expands the existing prohibition on knowingly capturing or killing a manta ray in state marine waters to apply to all rays and to also include knowingly taking, possessing, abusing, or entangling a ray.  Provides certain exemptions.  Effective 9/1/2019.  (SD2)

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Includes low-speed electric bicycles in the definition of bicycle.  Prohibits anyone under the age of fifteen from operating a low-speed electric bicycle.  Effective 7/1/2050.  (SD1)

RELATING TO STATE MILITARY FORCES.

Applies the protections of civil relief for state military forces to persons serving on full time National Guard duty under title 32 United States Code and to align the HRS with the Servicemembers Civil Relief Act, codified in 50 United States Code chapter 50 (§§3901-4043).  (SD2)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Amends ballot requirements to display candidates for the Board of Trustees of the Office of Hawaiian Affairs by residency and non-residency requirements.  Requires the names of the candidates in each group to be randomized on individual ballots and on ballots across precincts by the feasible method that provides the greatest degree of randomization.  Effective 1/28/2081.  (SD1)

RELATING TO MARIJUANA.

Decriminalizes the possession of 3 grams or less of marijuana and establish that the possession is a violation punishable by a monetary fine of $30.  Provides for the expungement of criminal records pertaining solely to the possession of 3 grams or less of marijuana.  Establishes a marijuana evaluation task force to make recommendations on changing marijuana use penalties and outcomes in the State.  Effective 2/1/2020.  (SD1)

RELATING TO SELECTIVE SERVICE.

Requires compliance with the federal Military Selective Service Act to be eligible for enrollment in a state-supported post-secondary institution, qualify for state financial assistance for post-secondary education, or be eligible for state or county employment or service.  Provides exceptions.  (SB1343 HD1)
