RELATING TO CONSUMER PROTECTION.

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions.  Specifies various consumer protection requirements for small dollar loans.  Beginning 1/1/2020, requires licensure for small dollar lenders that offer small dollar loans to consumers.  Specifies licensing requirements for small dollar lenders.  Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program.  Effective 7/1/2050.  (SD2)

RELATING TO MOTOR VEHICLE REPAIRS.

Requires insurers to provide a choice to the insured consumer of authorizing a repair provider to utilize a like kind and quality crash part or the original equipment manufacturer crash part.  Specifies the circumstances when an insured consumer who chooses the use of an original equipment manufacturer crash part must pay the additional cost of the original equipment manufacturer crash part that is in excess of the equivalent like kind and quality crash part. RELATING TO INVASIVE SPECIES.

Establishes licensure of midwives.  Exempts Native Hawaiian healers from licensure requirements.  Requires registration for current practicing midwives by 1/1/2024, and thereafter full licensure must be obtained.  Provides provisional licensure until full licensure can be obtained.  Provides penalties for violation of registration and licensure requirements.  Appropriates funds from the compliance resolution fund.  Effective 7/1/2050.  (SD2)

RELATING TO ACTIONS FOR QUIET TITLE.

Authorizes the Office of Hawaiian Affairs to intervene upon official action of the board of trustees in any action to quiet title in which any portion of the land claimed by the plaintiff is kuleana land.  Takes effect 3/15/2094.  (SD1)
