RELATING TO CAPITAL IMPROVEMENT PROJECTS. Establishes two financing options for the State to select from to satisfy the federal requirement that thirty-five percent of Ala Wai Flood Risk Management Project costs be funded by a local entity. The first is a financing agreement that does not obligate the State beyond funds appropriated by the Legislature and the second is an appropriation of general funds. Takes effect 7/1/2050. (SD3)

RELATING TO TAXATION. Repeals the requirement that the auditor conduct an annual review of certain rapid transportation authorities in the State. Repeals the requirements that the comptroller verify the capital costs of a locally preferred alternative for a mass transit project and submit a certification statement to the department of budget and finance for the allocation of funds from the mass transit special fund. Repeals the requirement that the senate president and house speaker each appoint 2 non-voting, ex-officio members to the board of directors of certain rapid transportation authorities. Effective 7/1/2050. (SD3)

RELATING TO THE STATEWIDE TRAFFIC CODE. Clarifies what pedestrians are required to do when in a crosswalk while a countdown timer is operating. (SD2)

RELATING TO THE STADIUM AUTHORITY. Establishes the stadium development district, which includes all state property under the jurisdiction of the stadium authority. Transfers title of lands under the jurisdiction of the Stadium Authority to the Stadium Authority. Authorizes the issuance of general obligation bonds and reimbursable general obligation bonds and appropriates funds. Exempts the stadium development district from section 206E-5, HRS. Exempts lands owned by the Stadium Authority from the definition of public lands. Authorizes the Department of Land and Natural Resources to give written concurrence, based on a phased review, on any project in the stadium development district for historical preservation purposes. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Excludes lands set aside by the governor to the Hawaii Public Housing Authority and lands to which the Hawaii Public Housing Authority holds title from the definition of "public lands" in section 171-2, Hawaii Revised Statutes, provided that the lands are not sold in fee simple. Requires legislative approval of the sale of lands to which the Hawaii Public Housing Authority holds title. Takes effect on 7/1/2050. (SD2)

RELATING TO THE SPOUSE AND CHILD ABUSE SPECIAL FUND. Exempts the spouse and child abuse special fund from the central services assessment and administrative expense assessment. Amends the spouse and child abuse special fund to allow reimbursements received from the U.S. Department of Health and Human Services, Administration for Children and Families, in the year following the fiscal year in which the Title IV-E funds were expended, to be deposited and expended for state-funded share of spouse or child abuse and neglect prevention, intervention, and other related services. Replaces "account" with "fund," and deletes "department of human services" from the title.

RELATING TO INDUSTRIAL HEMP. Authorizes the Department of Agriculture to establish the industrial hemp program. Repeals the industrial hemp special fund under section 141-41, HRS, when the industrial hemp pilot program is repealed on 6/30/2021. Authorizes the chairperson of the board of agriculture to submit to the United States Secretary of Agriculture a proposed state plan to monitor and regulate hemp production. Effective 7/1/2050. Appropriates funds. (SD3)
