Appropriates funds to the Department of Land and Natural Resources (LNR141) for the design and construction of one exploratory well to meet future potable water requirements for diversified agriculture.

RELATING TO PHARMACISTS PRESCRIBING AND DISPENSING OF OPIOID ANTAGONIST.

Clarifies the scope of practice of the pharmacist to authorize pharmacists to prescribe and dispense an opioid antagonist to patients, and family members and caregivers of opioid patients.

RELATING TO RECORDATION TRANSACTION FEES.

Expands the uses and application of the transaction fee for filings in the Bureau of Conveyances authorized under Act 120, Session Laws of Hawaii 2009 and Land Court.  Clarifies that the transaction fee shall be repealed on the effective date of the administrative rules adopted by the Department of Land and Natural Resources that include the establishment of a transaction fee or on July 1, 2022, whichever occurs first.

Amends the Hawaii State Planning Act.  Removes reference to achieving the viability of Hawaii's sugar and pineapple industries from the Hawaii State Planning Act's agricultural objectives.

RELATING TO LIQUOR LAWS.

Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn.  Requires definitions adopted by the counties related to stacking of beer to refer to a standard serving of total volume and beer standard size servings to be limited to forty-four ounces of total volume before a customer at any one time.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Establishes the stadium development district, which includes all state property under the jurisdiction of the stadium authority, and that property under the jurisdiction of the Hawaii community development authority for development purposes.  Requires that any state development in the district obtain a permit from the authority.  Appropriates funds.

RELATING TO COMMERCE AND CONSUMER AFFAIRS.

Requires the Department of Commerce and Consumer Affairs to suspend all fees relating to the licensing or registration of persons under its jurisdiction, from the fiscal year beginning in 2021 to the fiscal year ending in 2029.

RELATING TO THE STRUCTURE OF GOVERNMENT.

Establishes and transfers to a Department of Environment certain agencies and programs administered by the Department of Health (the Office of Environmental Quality Control and the Environmental Council) and the Department of Business, Economic Development, and Tourism (the Energy Office and programs relating to sustainability and climate adaptation planning in the Office of Planning).
