RELATING TO ATHLETE AGENTS.

Adopts the Revised Uniform Athlete Agents Act, which:  expands the definition of "athlete agent", who shall register with the Director of Commerce and Consumer Affairs, to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial advisor or business manager; requires reciprocity for athlete agents who are registered in more than 1 state; strengthens requirements for athlete agent contracts; and strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled.

RELATING TO ATHLETE AGENTS.

Authorizes certified athlete agents to pay for expenses of a student athlete and the athlete's family members, incurred before the signing of an agency contract, under specified conditions.

Allows qualified individuals to secure transfer of a vehicle's certificate of vehicle registration and certificate of ownership upon the death of the registered owner or legal owner of a registered motor vehicle without going through probate.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Allows public utilities commission members who are residents of a county other than the city and county of Honolulu to receive an allowance of $225 per day for expenses related to board, lodging, and incidental expenses, in addition to actual air travel expenses, beginning on July 1, 2019.

RELATING TO ONSITE-NON-POTABLE WATER REUSE SYSTEMS.

Requires the Department of Health to adopt rules by January 1, 2020, for onsite non-potable water reuse systems.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 6, OF THE HAWAII CONSTITUTION TO CHANGE THE QUALIFICATIONS OF MEMBERS OF THE LEGISLATURE.

Proposes an amendment to the State constitution to prohibit a person who has been appointed by the governor to fill a vacant seat in the legislature from seeking election to that seat for the term immediately following the person's appointment.

Limits medical malpractice liability for residents and fellows in accredited residency and fellowship programs acting under the supervision of a licensed physician.

RELATING TO PARKING FOR DISABLED PERSONS.

Limits the exemption from parking fees to drivers with a disability who are unable to operate a parking meter or pay station because of the driver's disability and who display a distinguishing parking device, code, permit, or decal.  Clarifies time limits applicable to the exemption.  Establishes a misdemeanor offense for unauthorized sale or purchase of a disability parking permit.  Clarifies law enforcement authority to confiscate altered, invalid, or unauthorized disability parking permits.

RELATING TO THE ALTERNATIVE ENERGY RESEARCH AND DEVELOPMENT FUND.

Appropriates funds into and out of the alternative energy research and development revolving fund for the Hawaii technology development corporation to provide grants.

RELATING TO POLYSTYRENE FOAM CONTAINERS.

Prohibits the sale of polystyrene foam containers and serving of prepared foods using polystyrene foam containers statewide.  Authorizes the Department of Health to adopt rules to implement the prohibition and include within its administrative rules a requirement for food vendors to educate their customers about proper disposal of nonreusable food containers and litter reduction.

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the sale of polystyrene foam food service containers and their use by food providers.  Provides for exemptions.  Imposes penalties.  Requires reports to the Legislature.
