RELATING TO THE GENERAL EXCISE TAX. Exempts gross receipts from the sale of mobility enhancing equipment, hearing aids, prosthetic devices, and prescription drugs sold pursuant to a doctor's prescription from the general excise tax. Amends the definition of "prosthetic device" to include devices worn on the body. (SD1)

RELATING TO EDUCATION. Allows students to enroll in career and technical education programs in schools outside the Department of Education service area in which the student resides.

RELATING TO TEACHER HOUSING. Authorizes the Hawaii housing finance and development corporation to develop and implement a housing voucher program for full-time teachers employed by the department of education or at a public charter school.

RELATING TO THE YOUTH COMMISSION. Establishes that the youth commission administrator shall administer the youth commission. Makes an appropriation to fund one full-time equivalent (1.0 FTE) permanent youth commission administrator position.

RELATING TO HIGHER EDUCATION. Requires the University of Hawai‘i to establish a two-year pilot project to offer a free application day for prospective students who qualify for Hawai‘i resident tuition. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS. Amends the composition of the Board of Regents of the University of Hawaii, reduces the number of board members from fifteen members to nine members, and shortens term length from five years to four years. Specifies terms of holdover board members. Specifies that the Board of Regents shall hold the president of the University of Hawaii and university administration accountable for decisions, actions, and leases that incur additional costs to the university. Prohibits any law, rule, or permission requirement related to permitting discussions between a board member and members of the legislature. (SD1)
