RELATING TO AGRICULTURAL LANDS. Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations.

RELATING TO COASTAL ZONE MANAGEMENT. Amends coastal zone management laws to further protect against impacts of sea level rise and coastal erosion. Requires new developments to plan for the impacts of projected sea level rise. Prohibits development in areas significantly affected by projected sea level rise.

RELATING TO ENVIRONMENTAL IMPACT FOOD LABELING. Requires the Hawaii Climate Change Mitigation and Adaptation Commission to review and report on the concept of food labeling based on the food's environmental impact and make recommendations on how to implement this type of food labeling. Appropriates funds.

RELATING TO BIOSECURITY. Creates the invasive species rapid response special fund. Adds ten full-time equivalent (10.0 FTE) positions to the department of land and natural resources per the Hawaii interagency biosecurity plan. Adds four full-time equivalent (4.0 FTE) positions to the department of agriculture and requires the department submit a report to the legislature. Appropriates funds for positions and for execution of the Hawaii interagency biosecurity plan.

RELATING TO CLIMATE CHANGE. Requires the Hawaii Climate Change Mitigation and Adaptation Commission to determine areas in each county to designate for either armoring or managed retreat. Requires the commission to submit a report to the Legislature. Appropriates moneys.

RELATING TO INVASIVE SPECIES. Appropriates funds to the department of land and natural resources' division of forestry and wildlife, Maui branch, for invasive species technician positions in east Maui to address invasive plants and animals.

RELATING TO COASTAL EROSION PROACTIVE ADAPTATION PLAN. Establishes a Coastal Erosion Proactive Adaptation Plan Task Force, to be assisted by an Advisory Group, to develop a Coastal Erosion Proactive Adaptation Plan for streamlined and proactive shoreline permitting procedures that better mitigate impacts to Hawaii's coastal zone and lower the costs to public and private permit applicants.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change. Defines "nature-based solutions". Appropriates funds.

RELATING TO SPECIES CONSERVATION. Authorizes the issuance of general obligation bonds and appropriate funds for the construction of an invertebrate and plant propagation facility and baseyard improvements on Oahu, a predator proof fence on Oahu, and a predator proof fence on Maui.

RELATING TO COMMERCIAL MARINE LICENSES. Clarifies that the Department of Land and Natural Resources has the authority to establish different types of commercial marine licenses, including but not limited to commercial marine vessel licenses, fishery and gear-specific commercial marine licenses, and full-time and part-time commercial marine licenses. Requires any person providing fishing charter or guide services, whether vessel-based or shore-based, to first obtain a commercial marine license.

RELATING TO LAND EXCHANGE. Allows the governor to negotiate land exchanges to acquire lands that are suitable for long-term diversified agricultural production. Requires a report to the legislature.

RELATING TO COMMUNITY FOOD FORESTS. Establishes a community food forest program in the Department of Land and Natural Resources to work collaboratively with local government and community organizations to provide sources of healthy food statewide.

RELATING TO RAPID OHIA DEATH. Appropriates funds to the Department of Land and Natural Resources to combat rapid ohia death in the State. Requires matching funds.

RELATING TO CONSERVATION. Appropriates funds for a state civil service position to draft rules that implement and clarify the intent of chapter 195D, Hawaii Revised Statutes, work with applicants for incidental take licenses to develop their projects to minimize and mitigate incidental take of threatened and endangered species to the maximum extent practicable, and effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.

RELATING TO AN APPROPRIATION FOR A KUNIA WELLS IV EXPLORATORY WELL. Appropriates funds to the Department of Land and Natural Resources (LNR141) for the design and construction of one exploratory well to meet future potable water requirements for diversified agriculture.
