     Your Committee on Health, to which was referred S.B. No. 1043, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH CARE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures; and

 

     (2)  Prohibit discrimination in the provision of reproductive health care services.

 

     Hawaii State Commission on the Status of Women, Planned Parenthood Votes Northwest and Hawaii, Hawaii Section of the American College of Obstetricians and Gynecologists, LGBT Caucus of the Democratic Party of Hawaii, Rainbow Family 808, American Association of University Women of Hawaii, Pride at Work Hawaii, Save Medicaid Hawaii, Community Alliance on Prisons, ACLU of Hawaii, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and numerous individuals supported this measure.  Hawaii Association of Health Plans and an individual opposed this measure.  The Department of Commerce and Consumer Affairs, Department of the Attorney General, Department of Human Services, Department of Health, Hawaii Medical Service Association, Hawaii Primary Care Association, and Kaiser Permanente Hawaii provided comments.

 

     Your Committee has amended this measure by:

 

     (1)  Requiring the Auditor to conduct a study on whether health insurers, mutual benefit societies, and health maintenance organizations should provide health insurance coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1043, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1043, S.D. 2, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
