     Your Committee on Consumer Protection & Commerce, to which was referred S.B. No. 1036, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CLINICAL VICTIM SUPPORT SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to address the mental health conditions and disorders that victims of sexual violence and abuse often suffer by including clinical victim support services as a covered mental health benefit in all individual and group accident and health or sickness insurance policies.

 

     The Hawaii State Commission on the Status of Women, Sex Abuse Treatment Center, LGBT Caucus of the Democratic Party of Hawaii, Hawaii Psychological Association, Aloha State Association of the Deaf, American Association of University Women, and Hawaii Women's Coalition supported this measure.  The Department of Commerce and Consumer Affairs and Hawaii Medical Service Association provided comments.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1036, S.D. 1, H.D. 1, and recommends that it be referred to your Committee on Finance.
