Your Committee on Finance, to which was referred S.B. No. 1034, S.D. 1, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO INSURANCE,"

begs leave to report as follows:

The purpose of this measure is to clarify that the existing mandatory health insurance coverage for low-dose mammography includes coverage for digital mammography and breast tomosynthesis.

The Hawai‘i State Commission on the Status of Women, Hawaii Medical Association, Hawai‘i Pacific Health, Planned Parenthood Votes Northwest and Hawaii, Hawaii Radiological Society, and a few individuals submitted testimony in support of this measure. The Hawaii Medical Service Association submitted testimony in opposition. The Department of Commerce and Consumer Affairs and Hawaii Association of Health Plans submitted comments.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1034, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
