     Your Committee on Finance, to which was referred H.B. No. 483, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO CIVIL RIGHTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to extend the deadline for the Legislative Reference Bureau to complete the study on existing federal Title IX enforcement practices and procedures on the federal level and in other jurisdictions and report to the Legislature no later than August 1, 2019.

 

     Hawaii Civil Rights Commission, LGBT Caucus of the Democratic Party of Hawaii, Planned Parenthood Votes Northwest and Hawaii, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, The Sex Abuse Treatment Center, and two individuals submitted testimony in support of this measure.  The Legislative Reference Bureau, Hawaii State Commission on the Status of Women, Hawaii Women's Coalition, American Association of University Women of Hawaii, Healthy Mothers Healthy Babies Coalition of Hawaii, and a few individuals provided comments.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 483, H.D. 2, and recommends that it pass Third Reading.
