Sir:

 

     Your Committees on Energy & Environmental Protection and Economic Development & Business, to which was referred H.B. No. 449 entitled:

 

"A BILL FOR AN ACT RELATING TO SUSTAINABILITY,"

 

beg leave to report as follows:

 

     The purpose of this measure is to establish a statewide sustainability division within the Office of Planning to ensure long-term planning, coordination, and implementation of Hawaii's sustainability goals and policies, and appropriate funds to establish the division.

 

     Ulupono Initiative, Design Thinking Hawaii, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Hawaii Solar Energy Association, Hawaii Farm Bureau, and a few individuals supported this measure.  The Department of Business, Economic Development & Tourism, Office of Planning, and an individual provided comments.

 

     Your Committees have amended this measure by:

 

     (1)  Changing the amounts appropriated for the establishment and implementation of the statewide sustainability division and positions to support the division to unspecified amounts; and

 

     (2)  Changing its effective date to July 1, 2100, to encourage further discussion.

 

     As affirmed by the records of votes of the members of your Committees on Energy & Environmental Protection and Economic Development & Business that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 449, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 449, H.D. 1, and be referred to your Committee on Finance.
