RELATING TO TAXATION. Allows for a state income tax deduction for teacher supplies purchased for use in the classroom and for professional development courses; provided that the teacher obtains a written certification from the Department of Education.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Increases membership on the Hawaii Teacher Standards Board to include a member of the Native Hawaiian Education Council and a non-voting public university student teacher. Clarifies that a permit is required for non-licensed teachers serving in public schools.

RELATING TO THE BOARD OF EDUCATION. Amends the Board of Education membership by inviting the exclusive representative for bargaining unit (5) (teachers and other personnel of the Department of Education) to appoint a nonvoting public school teacher representative to the Board.

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM. Authorizes the Department of Education to establish a Farm to School Program. Requires the Farm to School Coordinator in the Department of Agriculture to work in collaboration with the Department of Education on any Farm to School Program. Establishes two FTE Farm to School staff positions within the Department of Education. Appropriates funds.

RELATING TO RAT LUNGWORM DISEASE. Appropriates funds to the University of Hawaii at Hilo for testing, studies, outreach, research, and other activities related to the prevention and eradication of rat lungworm disease.

RELATING TO TAX EXEMPTION. Exempts sales of farm equipment and machinery to certain producers of agricultural products from the general excise tax.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Requires the Department of Agriculture to create a farmers' market dollar-for-dollar matching program for beneficiaries of the Supplemental Nutrition Assistance Program.

MAKING AN APPROPRIATION FOR AN OUTPATIENT CENTER. Appropriates $ to the Department of Health to assist Hawaii Pacific Health with the financing of construction of a family medicine office practice and team-based training site at the Pali Momi outpatient center.

RELATING TO A YOUTH COMMISSION. Establishes a youth commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth. Appropriates funds.

RELATING TO TAXATION. Provides a nonrefundable tax credit for eligible taxpayers for child care costs for children up to four years of age.

RELATING TO HEALTH. Establishes the Health Analytics Program in the Med-QUEST Division of the Department of Human Services and authorizes the Department of Human Services to maintain an all-payers medical claims data base.

RELATING TO BEHAVIOR ANALYSIS. Clarifies the scope of practice of behavior analysis to mean the practice of applied behavior analysis. Broadens and clarifies the exemption of licensed or credentialed practitioners practicing within their own recognized scopes of practice who are already exempt from the Behavior Analyst Law.

RELATING TO HEALTH. Creates the Intellectual and Developmental Disabilities Medicaid Waiver Administrative Claiming Special Fund into which federal moneys may be deposited from Department of Health's participation in the waiver program. Makes an appropriation.

RELATING TO SUBSTANCE ABUSE TREATMENT. Appropriates moneys for Department of Health to fund substance abuse treatment programs relating to persons with multiple chronic conditions, a centralized referral system, case management programs, and a peer mentoring or coaching program.

RELATING TO HUMAN SERVICES. Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits.

RELATING TO HOMELESSNESS. Requires the Governor to identify available state land for the establishment of a homelessness village and establishes the Puuhonua Homeless Villages program. Provides limitation on liability for government entity and volunteers providing services. Makes an appropriation.

RELATING TO TAXATION. Expands the low income-household renters' income tax credit based on adjusted gross income and filing status. Amends definition of adjusted gross income to match federal definition.

RELATING TO ROAD REPAIR AND MAINTENANCE IN HOUSING SUBDIVISIONS. Establishes a three-year pilot project to require the Department of Transportation, in conjunction with the counties having a population more than one-hundred eighty thousand but less than two hundred fifty thousand, to identify housing subdivision roads needing repair. Requires the county to collect fees from lot owners and expend the collected funds for road maintenance and repair.

RELATING TO HOUSING. Amends conveyance tax rates. Requires that a percentage of conveyance taxes collected be deposited into the Housing Finance Revolving Fund.

RELATING TO CONDOMINIUMS. Allows a condominium board to borrow money for the installation of equipment for the health and safety of residents and apartment owners in the event of a government mandate without the consent of owners where at least twenty percent of owners reside outside of the United States.

RELATING TO HOUSING. Extends exemption from general excise tax for development costs of affordable rental housing certified by HHFDC. Removes limits on costs eligible for exemption and authorizes exemption for substantially renovated projects. Prohibits discrimination against tenants based solely on receipt of Section 8 housing assistance.
