RELATING TO RULES GOVERNING COMMERCIAL ACTIVITY FOR OCEAN RECREATION AND COASTAL AREAS. Amends the definition of "commercial activity" within section 200-4(a), Hawaii Revised Statutes.

RELATING TO ENVIRONMENTAL CONSERVATION. Authorizes the Department of Land and Natural Resources to assess a fee to visitors accessing Lipoa Point by a maritime commercial vessel. Creates the Lipoa Point Management Special Fund for the management of the Lipoa Point area and educate visitors on how funding is used for the management of the Lipoa Point area.
