Your Committee on Finance, to which was referred H.B.
No. 1594, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF
HAWAII PROMISE PROGRAM,"
begs leave to report as follows:
The purpose of this measure is to
establish the Hawaii Promise Program to provide scholarships for the unmet
direct cost needs of qualified students enrolled at any University of Hawaii campus
and to appropriate funds to establish and implement the program.
The University of Hawaii, KASAMA–UH Leeward
Community College; Filipino-Americans Advocacy Network; Hawaii Friends of Civil
Rights; Nursing Advocates & Mentors, Inc.; Filipino American Citizens
League; National Federation of Filipino American Associations, Region 12;
Kuamahi Community Education Group of Kamehameha Schools; Associated Students of
the University of Hawaii-West Oahu; Hawaii Filipino Lawyers Association; and
numerous individuals testified in support of this measure. The Hawaii
Educational Policy Center and several individuals commented on this measure.
As affirmed by the record of votes of the members of
your Committee on Finance that is attached to this report, your Committee is in
accord with the intent and purpose of H.B. No. 1594, H.D. 1, and recommends
that it pass Third Reading.
