Allows the John A. Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii.  Requires the Hawaii community college to submit a report to the legislature.  Effective 7/1/2050.  (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under chapter 464, Hawaii Revised Statutes.  Adds to the University of Hawaii board of regents two ex officio nonvoting members who are faculty at the university.  Prohibits the University of Hawaii board of regents from increasing tuition fees until an unspecified date.  Requires the university to report to the legislature regarding tuition increases and the university's repair and maintenance costs.  Effective 7/1/2050.  (SD1)

RELATING TO GREEN INFRASTRUCTURE.

Establishes the Clean Energy Savings Jump Start Program and Clean Energy Savings Jump Start Fund.  Establishes the Energy Storage System Rebate Program as a three-year pilot program and requires the Green Infrastructure Authority to submit annual reports to the legislature on the program's progress and activities.  Deletes the Public Utilities Commission's approval authority relative to the Green Infrastructure Loan Program.  Appropriates funds.  Effective 1/28/2081.  (SD1)

RELATING TO HEAT ABATEMENT.

Authorizes the Department of Education to borrow moneys from the Hawaii green infrastructure loan program for heat abatement measures at public schools.  Requires the Department of Education to make payments on the loan from revenues saved by energy efficiency measures.  Effective 1/28/2081.  (SD1)

RELATING TO THE ELECTRONIC DEVICE RECYCLING FUND.

Authorizes the Director of Health to expend moneys to support county electronics recycling collection.  Makes an appropriation to reimburse the counties of Hawaii, Kauai, and Maui for expenses incurred during 2015 and 2016 related to the collection services associated with handling and collecting electronic devices for recycling.  (SD1)
