RELATING TO HEALTH INSURANCE.

Ensures that benefits of the Affordable Care Act are preserved under state law in the case of repeal of the ACA by Congress.  Preserves the individual mandate, minimum essential benefit requirements, extended dependent coverage, and prohibitions on preexisting condition exclusions and gender discrimination in premiums and costs.  Establishes a trust fund and procedures to reimburse insurers for unrecouped costs of providing minimum essential insurance benefits.  Establishes the medicaid plus program in DHS to provide insurance coverage to individuals and qualifying families whose income is between 138.5 per cent and 250 per cent of the federal poverty level for Hawaii.  Establishes the affordable health insurance working group.  Requires the working group to convene no later than 8/1/17 and report to the legislature before the regular session of 2018.  Working group effective 7/1/2017; remaining substantive sections effective upon the repeal of the Affordable Care Act by Congress.  (SD1)

RELATING TO KUPUNA CARE.

Requires the Executive Office on Aging to establish the Kupuna Caregivers Program to assist community members in obtaining care for elders while remaining in the workforce.  Clarifies the kupuna service and support options provided by area agencies on aging within the program.  Makes establishment of the kupuna care program mandatory rather than discretionary.  Appropriates funds for establishing and implementing the kupuna caregivers program.  Effective 7/1/2075.  (SD1)

RELATING TO CESSPOOLS.

Amends the cesspool upgrade, conversion, or connection income tax credit for taxable years beginning after 12/31/17 to make it refundable, applicable to more cesspools, and applicable through 12/31/2022.  Requires upgrade, conversion, or connection to the sewer system of all cesspools in the State before 2050 unless exempted by the director of health.  Establishes a grant program to mitigate costs.  Appropriates funds for the grant program.  (SD1)

RELATING TO DENTAL ASSISTANTS.

Clarifies the allowable and prohibited practices requirements for dental assistants.  Clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for other licensed professionals.  Prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene.  Requires the auditor to conduct a study on the effects of regulation of dental assistants in the State via the certification requirements for dental assistants offered by Kapiolani community college.  (SD1)

Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services.  Establishes a Safe Places for Youth Pilot Program Coordinator position.  Appropriates funds.  (HB844 HD1)

RELATING TO HOMELESS SHELTERS.

Provides that emergency shelters may have partitioned space for homeless persons or families based on Department of Human Services (DHS) guidelines.  Delays the emergency or transitional shelter compliance requirements per Act 234, Session Laws of Hawaii (SLH) 2016, for contracts between DHS and emergency or transitional shelter provider agencies for one year.  Delays the effective date of Act 234, SLH 2016, except section 6(c).  (SD1)

RELATING TO HOUSING.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity losses do not apply with respect to claims from the state low-income housing tax credit.  Authorizes the issuance of general obligation bonds and appropriates funds for rental housing, mixed-use affordable rental housing, a multi-use juvenile services and shelter center, and public housing.  Authorizes the issuance of general obligation bonds and appropriates funds for public housing security improvements, renovation, and repairs.  Effective 7/1/2050.  (SD1)

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY.

Amends the prorated amount of vehicle license and registration fee and weight taxes that rental car companies may pass on to lessees.  Requires the motor vehicle rental industry to report to the legislature prior to the regular session of 2019 and defines vehicle license recovery fee for purposes of the report.  Effective 3/1/2050.  (SD1)
