MAKING AN APPROPRIATION TO RESTORE BASIC ADULT DENTAL BENEFITS TO MEDICAID ENROLLEES.

Makes an appropriation to the department of human services to restore basic adult dental benefits to Medicaid enrollees.  Requires the department of human services to obtain the maximum federal matching funds available for this expenditure.

RELATING TO LONG-TERM CARE FACILITIES.

Provides for an annual inflationary adjustment in the methodology used to reimburse facilities for the long-term care of medicaid recipients.  Appropriates funds for the inflationary adjustment for fiscal years 2017-2018 and 2018-2019.

RELATING TO AFTER-SCHOOL PROGRAMS.

Establishes the R.E.A.C.H (resources for enrichment, athletics, culture, and health) program in the department of education's community engagement office to provide a standardized framework and funding for after-school programs in public middle and intermediate schools.  Requires the community engagement office to report to the legislature.  Establishes that the R.E.A.C.H. program will be run by a program specialist to be appointed by the governor.  Establishes a special fund to receive fees and other moneys to supplement the costs of administering and operating the R.E.A.C.H. program.  (SD1)

RELATING TO CHILD CARE FACILITIES.

Requires DHS to publish reports of child care facility inspections and complaint investigations on DHS's website. Creates an oversight committee for implementation of and compliance with publication requirements.  Requires annual reporting to the Legislature.  Makes an appropriation.

RELATING TO HOMELESS SHELTERS.

Establishes that emergency shelters may provide partitioned space for homeless persons or families based upon guidelines determined by the department of human services.  Extends the effective date for Act 234, Session Laws of Hawaii 2016, by one year.  Takes effect June 30, 2017.  (SD1)

RELATING TO HOMELESSNESS.

Beginning January 1, 2018, requires all health plans in the State, including EUTF health plans and medicaid managed care programs, to provide coverage for the treatment of homelessness.

RELATING TO MEDICAID.

Requires the department of human services, in collaboration with the department of health, to develop a medicaid supportive housing services benefit plan through which medicaid can pay for supportive housing services for individuals who are eligible for medicaid, including applying to the Centers for Medicare and Medicaid Services through an 1115 waiver to amend the state medicaid plan to include supportive housing services for chronically homeless individuals.

RELATING TO HEALTH INSURANCE.

Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including:  preserving the individual health insurance mandate for taxpayers; preserving the premium tax credit for individuals and families with low or moderate income; requiring all health insurance entities, including health benefits plans under chapter 87A, HRS, to include ten essential health care benefits, plus additional contraception and breastfeeding coverage benefits; extending dependent coverage for adult children until the children turn twenty-six years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; prohibiting health insurance entities from using an individual's gender to determine premiums or contributions; and prohibiting health insurance entitles from discriminating with respect to participation against a health care provider acting within the scope of that provider's license or certification.  Effective 7/1/2050.  Individual mandate requirement repeals 6/30/2021.  (SD1)

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM.

Appropriates $150,000 to the office of the long-term care ombudsman to support the long-term care ombudsman on Oahu and provide funds for contracted services through the office of the long-term care ombudsman in the counties of Hawaii, Kauai, and Maui.

RELATING TO KUPUNA CARE.

Requires the executive office on aging to establish the kupuna caregivers program to assist community members who are providing care for elders to stay in the workforce.  Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program.  Appropriates funds for establishing and implementing the kupuna caregivers program.

RELATING TO FALL PREVENTION.

Makes an appropriation to the department of health for the full-time equivalent fall prevention and early detection coordinator position established by Act 153, Session Laws of Hawaii 2014.

Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services.  Establishes privacy and disclosure requirements for individual records and information.  Authorizes civil penalties and civil actions for enforcement and remedy.  (SD1)

RELATING TO THE LICENSURE OF MIDWIVES.

Establishes mandatory licensing for midwives.  Effective 7/1/2019.  Establishes temporary advisory committee on midwife licensing until 7/1/19.
