RELATING TO PUBLIC TRANSPORTATION INCENTIVES. Establishes an income tax credit for taxpayers with an adjusted gross income of $100,000 or less who purchase bus passes or passes for a public transportation program.

RELATING TO HIGH OCCUPANCY VEHICLE LANES. Specifies that an unauthorized person who drives in a high occupancy vehicle lane shall be subject to a $150 fine.

RELATING TO CONTINUOUS ALCOHOL MONITORING FOR REPEAT OFFENDERS. Requires persons arrested for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant to be fitted with a continuous alcohol monitoring device if the person: (1) has a prior conviction for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant within the past five years; or (2) is currently pending criminal investigation or prosecution for one or more prior charges of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant.

RELATING TO TRANSPORTATION. Requires weigh-in of commercial maritime cargo vehicles with cargo of 55,000 pounds or more immediately upon departing a commercial harbor. Requires report to Department of Transportation on every container or load of such poundage that arrived in a State harbor for transport on state highways.

RELATING TO HIGHWAY SAFETY. Increases the fines for violations involving use of mobile electronic devices while operating a motor vehicle.

RELATING TO HIGHWAY SAFETY. Increases the fines for violations of driving a motor vehicle at an excessive speed.

RELATING TO PARKING. Increases the fines for first time and subsequent violations that may be assessed for the unauthorized or improper use of a parking space reserved for persons with disabilities.

RELATING TO BICYCLES. Requires the driver of a vehicle overtaking a bicycle proceeding in the same direction to allow at least a three-foot separation between the right side of the driver's vehicle and the left side of the bicyclist. Allows for passing of a bicyclist in a no pass zone.

RELATING TO TRANSPORTATION. Permits a driver of a vehicle to make a right turn from the shoulder of a roadway with a speed limit of forty-five miles per hour or higher under certain conditions and it is reasonably safe to turn.

RELATING TO THE STATEWIDE TRAFFIC CODE. Provides that the right-of-way rules in section 291C-61 shall be followed in intersections with inoperative traffic-control signals.

RELATING TO CROSSWALKS. Requires the Department of Transportation to establish a Community Crosswalks Pilot Program to design and implement specially painted crosswalk in neighborhoods. Appropriates funds for the pilot program. Creates a Community Crosswalks Special Fund.

RELATING TO VOTER REGISTRATION. Makes voter registration application affidavit a mandatory part of all driver's license and identification card applications. Requires sharing of information among the counties, Department of Transportation, and election personnel.

RELATING TO VETERANS. Establishes the designation of "one hundred per cent disabled veteran" on drivers' licenses, instruction permits, and civil identification cards. (HB420 HD1)

RELATING TO A TAX CREDIT FOR INTERISLAND TRANSPORTATION OF AGRICULTURAL PRODUCTS GROWN OR PROCESSED IN STATE ENTERPRISE ZONES. Authorizes a tax credit equal to 20% of qualifying business costs for the transportation of agricultural commodities between islands within the State of Hawaii. (HB1324 HD1)

RELATING TO THE ENVIRONMENT. Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment, commencing on January 1, 2020. (HB1570 HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
