RELATING TO MOTOR VEHICLE DRIVER LICENSING. Prohibits agency sharing of documents and information containing citizenship and other biographical information collected from a person applying for a limited purpose driver's license, limited purpose provisional driver's license, or limited purpose instruction permit.

RELATING TO MOTORCYCLES. Prohibits motor vehicle operators and occupants from interfering or obstructing motorcycle and motor scooter operators and passengers from lawfully travelling between lanes of same-bound traffic that is stopped at a marked or unmarked intersection or due to congestion, when it is safe to do so, on main streets, roads, highways, and freeways.

RELATING TO TRANSPORTATION. Establishes requirements for operating an autocycle. Defines autocycle.

RELATING TO TRANSPORTATION. Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment. Allows the operation of marine terminal equipment on a highway between terminal locations.

RELATING TO MOTOR VEHICLE REGISTRATION. Excepts direct import vehicles, i.e. vehicles at least 25 years old, from the requirement that vehicles be in compliance with all Federal Motor Vehicle Safety Standards to be registered. Defines "direct import vehicle."

RELATING TO MOTOR VEHICLE INSURANCE. Allows insurance commissioner discretion in requiring motor vehicle insurers to have claims, adjustment, and sales service at an office in the State, to facilitate access to such services by electronic technology.

RELATING TO TAXATION. Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties.

RELATING TO HIGHWAYS. Requires the Department of Transportation to develop plans and initiate the procurement process for the construction of secondary access roads for the Waianae district of leeward Oahu. Appropriates funds.

RELATING TO HIGHWAYS. Allows the use of eastbound zipper lanes on Interstate Route H-1 by all vehicles, regardless of the number of occupants, between 8:30 a.m. and 9:00 a.m.

RELATING TO TRANSPORTATION. Appropriates funds for the construction of a westbound shoulder lane on the H-1 Freeway between the Kunia/Waipahu/Ewa (Exit 5) off-ramp and the Kualakai Parkway on-ramp.

RELATING TO DRIVING WHILE INTOXICATED. Allows permits that authorize the defendant to operate an employer's vehicle during the period of license revocation to be supported by the employer's sworn statement attesting to the period of the specified assigned hours of work that the defendant will drive the vehicle for purposes of employment.

RELATING TO CONCESSIONS. Makes subsequent amendments to concession documents subject to sealed bidding requirements. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements.

RELATING TO AERONAUTICS. Replaces criminal penalties for certain airport offenses addressed in Chapter 261, Hawaii Revised Statutes, or in certain administrative rules or orders issued pursuant thereto, with a civil penalty.

RELATING TO TRANSPORTATION. Temporarily exempts the Department of Transportation and its contractors from certain state requirements for certain bridge rehabilitation projects by extending the end date to June 30, 2022.

RELATING TO THE DEPARTMENT OF TRANSPORTATION, AIRPORTS DIVISION, PROJECT ADJUSTMENT FUND. Adds to the General Appropriations Act of 2015 a budget proviso to permit the utilization of the Department of Transportation, Airports Division, Project Adjustment Fund.

RELATING TO AN AIRPORT CORPORATION. Authorizes the establishment of the Hawaii airport corporation within the department of transportation for administrative purposes on July 1, 2018. Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation. Transfers the aeronautics functions of DOT to the Hawaii airport authority.
