RELATING TO MEMORIALS. Appropriates funds for the planning and design of a memorial to honor service members of the recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the various theaters of the Global War on Terrorism, to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans cemeteries statewide. RELATING TO FILIPINO VETERANS BURIAL ASSISTANCE. Appropriates funds for burial grants for qualifying Filipino-American veterans to provide funeral and burial services and transportation of their remains to the Philippines. (HB1420 HD1)

RELATING TO THE MITIGATION OF HAZARDOUS SITUATIONS STATEWIDE. Appropriates moneys for the mitigating of hazardous situations based on an appropriation that is scheduled to lapse on June 30, 2017. (HB144 HD1)

RELATING TO WORKERS' COMPENSATION. Requires building permit applicant and their subcontractors to have and verify workers' compensation coverage or an exemption from coverage. Requires coordinated communication between county building permitting agencies and the Director of Labor and Industrial Relations to ensure compliance. (HB377 HD1)

RELATING TO EXEMPTIONS FROM JURY DUTY. Exempts active members of the Hawaii emergency management agency and county emergency management agencies from jury duty. (HB954 HD1)

RELATING TO PUBLIC SAFETY. Requires police departments to disclose to the Legislature the identity of an officer upon the officer's second suspension in a five-year period or discharge. Requires disclosure under the Uniform Information Practices Act after a police officer's second suspension in a five-year period. (HB456 HD1)

RELATING TO PUBLIC SAFETY. Amends Act 139, Session Laws of Hawaii 2012, to make certain provisions of the Justice Reinvestment Initiative relating to pretrial risk assessments, parole, parole hearings, and victim restitution payments permanent. (HB1135 HD1)

RELATING TO ALTERNATIVES TO INCARCERATION. Authorizes electronic monitoring and surveillance of offenders in programs that offer alternatives to incarceration. (HB1246 HD2)

RELATING TO FIREWORKS. Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, and other recordings authenticated by witnesses. Simplifies definition of aerial device. Establishes offense applicable to property owners for aerial devices possessed or set off on their property by others. (HB1172 HD2)
