RELATING TO DRUG PARAPHERNALIA. Changes drug paraphernalia possession and delivery offenses from felonies to civil violations.

RELATING TO MINIMUM TERMS OF IMPRISONMENT. Requires judges, instead of the Hawaii paroling authority, to determine the minimum term of imprisonment a convicted offender must serve before becoming eligible for parole.

RELATING TO CORRECTIONAL FACILITIES. Requires the department of public safety to solicit proposals for a new correctional facility at Waiawa Correctional Facility.

RELATING TO PUBLIC SAFETY. Appropriates funds for a full-time agricultural management position and equipment for the Kulani correctional facility agriculture operation.

RELATING TO BAIL. Provides that no financial or property surety shall be required for bail in a case in which no felony is alleged. Provides that a person who commits a criminal offense while on bail for which no financial or property surety was required shall be guilty of a class C felony.

RELATING TO PUBLIC SAFETY. Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop a statewide framework of sentencing and corrections policies to reduce the State's incarcerated population by 25 percent by 2025. Allows the Commission to make recommendations on moving a correctional facility to comply with federal guidelines and to modernize. Requires the Commission to develop a plan to reduce spending on corrections and reinvest in strategies to increase public safety and reduce recidivism.

RELATING TO PUBLIC SAFETY. Authorizes off-duty corrections officers to carry a concealed weapon without requiring a permit.

RELATING TO SPECIAL DUTY FOR DEPUTY SHERIFFS. Authorizes what is commonly known as "special duty" services, wherein deputy sheriffs serve the community by providing off-duty law enforcement services for monetary compensation to persons, organizations, and government entities other than the State Department of Public Safety. Requires the state Department of Public Safety to update and revise its policy and procedures governing the processing of special duty requests and establishing a compensation schedule for law enforcement services provided by deputy sheriffs performing special duty work.

RELATING TO EMPLOYMENT PRACTICES. Creates a new exception for a corrections agency.

RELATING TO PUBLIC SAFETY. Amends Act 139, Session Laws of Hawaii 2012, to delete the repeal and reenactment provision in section 14.

RELATING TO EMERGENCY PREPAREDNESS. Appropriates moneys necessary to supply emergency 7-day provisions of food and water for state and county firefighters while they serve at fire stations; provided that a county provides matching funds for provisions for its firefighters.

RELATING TO AWARDED FEDERAL EMERGENCY MANAGEMENT AGENCY HAZARD MITIGATION GRANT. Appropriates $75,000 to DAGS to update statewide standards for hurricane mitigation. Anticipates full reimbursement by a Federal Emergency Management Agency hazard mitigation grant awarded to DAGS.

RELATING TO STATEWIDE INTEROPERABLE PUBLIC SAFETY COMMUNICATIONS. Establishes the Statewide Interoperability Executive Board within the state Department of Defense to serve as the primary steering group for public safety interoperable communications statewide.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to three minutes.
