RELATING TO LEGISLATIVE HEARINGS.

Requires both chambers of the Legislature to establish, by rule, procedures to enable persons to present oral testimony at legislative committee hearings through the use of prerecorded videos.  Appropriates funds.

Status

RELATING TO THE LEGISLATIVE BROADCAST PROGRAM.

Requires the legislative broadcast program to make an audio or audiovisual recording of all public hearings and informational briefings held at the State Capitol, and maintain an archive of the recordings to be made available to the public.  Appropriates moneys.

RELATING TO REMOTE TESTIMONY.

Establishes the Remote Testimony Task Force to develop procedures to make available remote testimony technology throughout the State that enables the public to testify remotely via the Internet during legislative proceedings.  Legislature to adopt rules to establish remote testimony capability.  Makes an appropriation.

Status

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to submit the report to the clerk of each house, senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library.  Requires a public hearing or informational briefing within one year of receipt of report, except if waived by the senate president or speaker of the house of representatives.  Excludes certain routine reports.

Status

RELATING TO THE AUDITOR.

Authorizes the Auditor to receive and review confidential tax and other information.  Allows the Auditor to report information necessary to explain and support its review and recommendations.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:  15 copies (including an original) to Room 439 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-6051 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6050 or email your request for an interpreter to [email protected] at least 24 hours prior to the hearing for arrangements.  Prompt requests submitted help to ensure the availability of qualified individuals and appropriate accommodations.
