Improves access for firefighters to comprehensive medical coverage and service-connected disability retirement benefits upon diagnosis with or death from cancer that is presumed to arise out of and in the course of employment.  (HD1)

RELATING TO HOMELESSNESS.

Establishes a three-year Work-for-a-Day Pilot Program that provides homeless individuals with work opportunities and connects them with service providers.  Requires the Governor's Coordinator on Homelessness to submit a report to the Legislature prior to the 2018 Regular Session on implementing the program.  Appropriates funds.  (HB1281 HD1)

RELATING TO ENERGY TRAINING.

Establishes energy systems and technology training courses for state and county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology.  Appropriates funds.  (HB1543 HD1)

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Establishes collective bargaining unit (15) for employees with the Hawaii Health Systems Corporation.  (HD1)

Prohibits a state agency or program or activity receiving state financial assistance from excluding from participation, denying benefits to, or discriminating against a qualified individual by reason of disability, sex, including gender identity or expression, or sexual orientation.

RELATING TO COLLECTIVE BARGAINING.

Establishes a collective bargaining unit for graduate student assistants employed for a minimum of 20 hours a week by the University of Hawaii.  (HB1277 HD1)

RELATING TO SERVICES PERFORMED BY CIVIL SERVICE EMPLOYEES.

Authorizes establishment of permanent civil service positions for the Hawaii Public Housing Authority to provide services historically and customarily performed by civil service employees in connection with creating housing opportunities for homeless individuals and others in need.

RELATING TO THE HAWAII LABOR RELATIONS BOARD.

Allows the Hawaii Labor Relations Board (Board) to request parties appearing before the board to submit proposed findings of fact and conclusions of law and a draft decision on any motion or issue of law.

RELATING TO LICENSING.

Requires an investigator to issue a citation to any person acting in the capacity of or engaging in the business of a contractor within the State without having a required license.

RELATING TO LABOR.

Establishes procedures and penalties related to the issuance of stop-work orders by the Department of Labor and Industrial Relations for employer violations of temporary disability insurance requirements.

RELATING TO LABOR.

Authorizes the Director of Labor and Industrial Relations or the Director's designee to issue a stop-work order to an employer, until the employer complies with Chapter 388, Hawaii Revised Statutes, relating to the payment of wages and other compensation.
