RELATING TO ATHLETE AGENTS. Expands the definition of "athlete agent" (who shall register with the director of commerce and consumer affairs) to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial adviser or business manager. Requires reciprocity for athlete agents who are registered in more than one state. Strengthens requirements for athlete agent contracts. Strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled.

RELATING TO CONDOMINIUMS. Creates the Condominium Dispute Resolution Commission to address disputes between a condominium owner and condominium association. Establishes a Commission Ombudsman. Allows the Commission to assess fees to pay for the Commission Ombudsman.

RELATING TO CONDOMINIUMS. Establishes a condominium unit owner hotline to provide unit owners with legal information relating to disputes with a condominium's board of directors. Services are provided free of charge for qualifying low-income households.

RELATING TO THE AUTHORITY TO ADJUST PROFESSIONAL AND VOCATIONAL LICENSING FEES. Updates section 92-28, Hawaii Revised Statutes, to include all of the Department of Commerce and Consumer Affairs' professional and vocational licensing chapters to allow for the flexibility of decreasing or increasing fees in a timely manner, subject to the approval of the Governor.

RELATING TO CITATIONS FOR BEAUTY CULTURE VIOLATIONS. Authorizes the issuance of a citation for specific violations of beauty culture laws by licensees and permittees. Sets forth a process for licensees and permittees to contest the citation and provides for the assessment of fines for each violation.

RELATING TO GOVERNMENTAL RETENTION OF ATTORNEYS. Revises the Division of Financial Institution's exemption from the general prohibition against departmental employment or retention of attorneys by removing the reference to mortgage loan recovery fund actions.

RELATING TO CHARTER TOUR OPERATORS. Permits charter tour operators to deposit funds in a federally insured institution outside of the State. If funds are deposited outside of the State, then charter tour operators shall allow the department of commerce and consumer affairs to access the tour operator's financial records through the financial institution.

RELATING TO SECURITY GUARDS. Requires applicants for licensure as a guard to meet specified registration, instruction, and training requirements within sixty days of employment. Specifies that a renewal of guard registration shall be no sooner than two years from an applicant's completion of initial registration.

RELATING TO INSURANCE. Amends the definition of "adjuster" and "public adjuster" to clarify who may not be considered an adjuster or public adjuster under Article 9 of the Insurance Code. Adds definitions of "insurance appraiser" and "insurance umpire".

RELATING TO CONDOMINIUMS. Broadens the scope of condominium related disputes for which an apartment owner or the board of directors can mandate mediation. Lowers the additional annual condominium education trust fund fee, used to support costs of mediation, to 75 cents times the number of condominiums units included in a registered project or association and discourages future surpluses of the fee. Specifies that any surplus funds collected for the additional annual condominium education trust fund to support mediation may be used for any education purpose provided under section 514B-71(a), HRS. Amends the conditions that mandate mediation and exceptions to mandatory mediation.
