RELATING TO ADULT PROTECTIVE SERVICES. Authorizes the Department of Human Services to investigate allegations of the physical isolation of vulnerable adults and take corrective action including obtaining judicial relief.

RELATING TO LONG-TERM CARE. Converts the long-term care community living program specialist position within the executive office on aging from exempt to permanent civil service status.

RELATING TO ORDERS FOR IMMEDIATE PROTECTION. Requires a finding of substantial evidence that a vulnerable adult has incurred abuse or is in danger of abuse prior to the issuance of an order for immediate protection when the vulnerable adult is living at home with a prognosis of six months or less to live.

RELATING TO KUPUNA CARE. Requires the executive office on aging to establish the kupuna caregivers program to assist community members who are providing care for elders to stay in the workforce. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program.

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM. Appropriates $150,000 to the office of the long-term care ombudsman to support the long-term care ombudsman on Oahu and provide funds for contracted services through the office of the long-term care ombudsman in the counties of Hawaii, Kauai, and Maui.

MAKING AN APPROPRIATION FOR THE ALZHEIMER'S DISEASE AND RELATED DEMENTIA SERVICES COORDINATOR POSITION. Makes an appropriation for the Alzheimer's disease and related dementia services coordinator position.

RELATING TO HUMAN SERVICES. Appropriates funds to the department of human services to create one full-time program specialist position within the adult protective and community services branch to oversee the foster grandparent program and senior companion programs in Maui county.

RELATING TO CASE MANAGERS. Authorizes Department of Human Services to negotiate reimbursement rate for case managers providing services to Medicaid patients. Specifies the percentage by which these reimbursement rates are to be increased.

RELATING TO DENTAL HEALTH. Appropriates funds to the Department of Human Services to restore basic adult dental benefits to Medicaid enrollees. Requires the Department of Human Services to obtain the maximum federal matching funds available for the expenditure.

RELATING TO FOSTER CARE SERVICES. Amends definitions in chapter 578A, HRS, to clarify that any proper adult person or family, regardless of marital status, may be approved by DHS or another authorized agency to provide foster care services for children.

RELATING TO SOCIAL SERVICES. Increases the monthly needs allowance paid under section 346D‑4.5(a), HRS, from $50 per month to $75 per month.

RELATING TO A YOUTH ADVISORY COMMISSION. Establishes a youth advisory commission within the office of youth services to advise the governor and legislature on issues relating to youth.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
