RELATING TO HOMELESSNESS. Makes appropriations to DHS, DOH, and DOT to assist with homelessness and housing issues.

RELATING TO HOMELESS SHELTERS. Establishes that emergency shelters may provide partitioned space for homeless persons or families based upon guidelines determined by the department of human services. Extends the effective date for Act 234, Session Laws of Hawaii 2016, section 6(b) by one year.

RELATING TO HOMELESSNESS. Repeals provisions of Act 234, Session Laws of Hawaii 2016, pertaining to minimum standards for homeless shelters and homeless shelter stipend payments.

RELATING TO HOMELESSNESS. Requires the offering of a stipend to volunteers assisting in the point-in-time count conducted to determine the number of homeless individuals in the State as a condition of continued eligibility for federal funding.

Requires the Department of Human Services (DHS), in conjunction with the Governor's Coordinator on Homelessness, to establish a Homeless Incentive Program to encourage chronically homeless individuals to get off the streets by using the services of shelters. Requires DHS to adopt rules. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
