Appropriates general funds for 6.0 FTE positions for the UH Pamantasan Council to promote access and diversity, including for programs and policies related to Philippine courses and Filipino students.

RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaii system to develop a five- and ten-year campus master plan that includes academic and facilities plans.  Establishes goals that the campus master plan should strive to achieve, and considerations to be integrated into the plan.

Provides a state income tax deduction of up to $5,000 per year for student loan interest paid on qualified education loans.
