Appropriates moneys to DOH for FY 2017-2018 to purchase an ambulance vehicle and for the costs of operating a 24-hour, 7-days-a-week, ambulance unit for the County of Kauai.

Implements the recommendations of the working group convened pursuant to House Concurrent Resolution No. 90, Regular Session of 2016, by establishing and appropriating funds for a three-year community paramedic services pilot program.  Requires a report to the Legislature before the Regular Session of 2021.

Improves access for firefighters to comprehensive medical coverage and service-connected disability retirement benefits for hazardous duty related diseases that are presumed to arise out of and in the course of employment.

Creates 7 separate collective bargaining units for employees of the Hawaii Health Systems Corporation.

Establishes collective bargaining unit (15) for employees with the Hawaii Health Systems Corporation.

Authorizes the Hawaii health systems corporation to enter into a contract for the privatization of food services at Hawaii health systems corporation facilities.
